About this file

This addendum to the Illinois Department of Transportation's Compliance & Auditing Services RFP modifies the terms and conditions of the original solicitation for vendor support to the Bureau of Investigations and Compliance. The addendum establishes requirements for conducting up to 25 audits annually through a work order process, with services delivered in compliance with applicable federal and state auditing standards and regulations. The vendor will provide staff support and training to BIC personnel, assist with external audit responses, and ensure compliance with the Grant Accountability and Transparency Act. The addendum clarifies scope modifications, performance expectations, and contractual obligations that supersede or supplement provisions in the original RFP documentation.

The addendum specifies revised compliance requirements, audit standards, and operational procedures that vendors must follow when submitting proposals and executing the contract. It may include clarifications on pricing structures, insurance requirements, staffing qualifications, reporting obligations, and audit methodology standards. Any amendments to the timeline for bid submission, evaluation procedures, or contract award dates are detailed within this addendum. The document serves to address questions raised during the bidders' conference, clarify ambiguities in the original RFP, or modify substantive requirements based on IDOT's refined project needs and regulatory compliance obligations.

Addendum #1

Response to Offeror’s Questions RFP

1. Accounting-Related Degree: Section F.2.1 requires each proposed team member to hold a degree in an “accounting related field” with a minimum of 27 semester hours in accounting courses. What degree fields does IDOT consider accounting-related? For example, would Finance, Business Administration, Business Management, Economics, or similar business disciplines qualify if the individual has completed at least 27 semester hours of accounting coursework?

Response: Yes. Acceptable degree fields include, but are not limited to, Finance, Business, Accounting Information Systems, and Economics, as well as similar business-related disciplines, provided the individual has completed a minimum of 27 semester hours of accounting coursework, as required by Section F.2.1.

2. CPA Credentials: For an actively licensed CPA who has completed at least 27 semester hours of accounting coursework, will the CPA license/certificate satisfy or supplement the requirement to demonstrate that the individual holds a degree in an accounting-related field?

Response: Yes, that would be acceptable.

3. Degree/Diploma Documentation: If an individual holds a diploma or degree specifically in Accounting or another accounting-related field, is a copy of the diploma or degree sufficient to demonstrate the degree requirement, or must a transcript also be submitted?

Response: A copy of the diploma, degree, or transcript is acceptable documentation to demonstrate compliance with the stated degree requirement.

4. Verification of 27 Accounting Hours: Other than a college transcript, what documentation will IDOT accept as verification that an individual has completed the required minimum of 27 semester hours of accounting coursework?

Response: A copy of a CPA license.

5. Official vs. Unofficial Transcripts: If a transcript is used to demonstrate compliance with F.2.1, will IDOT accept a copy or unofficial transcript with the proposal, or must an official transcript be obtained from the educational institution?

Response: A copy or unofficial transcript would be acceptable, however, should the bidder be selected for the award, IDOT reserves the right to request an official transcript with reasonable notice.

6. Application to All Proposed Personnel: Does the F.2.1 degree and 27-semester-hour accounting requirement apply to every individual proposed, including the Engagement Principal, managers, analysts, and other personnel, regardless of their specific responsibilities under the contract?

Response: This applies to everyone that will work directly on the contract and be billed.

7. Personnel Added After Award: If additional or replacement personnel are proposed after contract award to support future work orders, must those individuals also satisfy F.2.1 and provide the required educational documentation before IDOT approves them?

Response: Yes.

8. Minimum Two Similar Projects: Section F.2.2 requires documentation of at least two recent successful completed projects similar to the scope in Section A.2. Does IDOT define a specific period for determining whether a project is considered “recent,” such as within the past three or five years?

Response: Projects completed within the past five years would be considered recent and would satisfy the requirement in Section F.2.2.

9. Incumbent Contractor: Is there a current incumbent contractor providing these Compliance & Auditing Services to IDOT? If so, please provide the name of the incumbent contractor.

Response: The Agency currently has an emergency contract with Baker Tilly to provide services during the interim period.

10. Prior Contract Spending: If there is a current or prior contract for these services, what was the actual expenditure or total amount paid under the prior contract, including any work orders issued during the contract period?

Response: Please submit a Freedom of Information Act (FOIA) request to the IDOT FOIA Officer at DOT.FOIAOfficer@Illinois.gov and specify the document(s) requested.

11. Section F.2.1. stated a Vendor must provide documentation in its proposal indicating that each member of the team holds a degree in an accounting related field with a minimum of 27 semesters in accounting courses. For example: Transcripts & Diplomas. Is this requirement correct? 27 semesters exceed the number of credit hours and semesters to obtain a master’s in accounting and sit for the CPA exam. Usually this is 27 semester hours of coursework.

Response: The word “hours” was inadvertently omitted from Section F.2.1., the Mandatory Requirements with evidence Section of RFP. The requirement is that each proposed team member hold a degree in an accounting-related field with a minimum of 27 semester hours in accounting courses. This Q&A serves as clarification of the requirement for the RFP.
