About this opportunity
The City of Salt Lake City is requesting sealed bids for community park signage and wayfinding improvements across thirteen parks (City Creek, Cottonwood, Jordan, Liberty, Poplar Grove, Riverside, Donner Trail/Rotary Glen, Westpointe, Herman Franks, Lindsey Gardens, Popperton, Rosewood, and Sherwood) under projects PRK20033 and PRK24004, with bids due August 5, 2026 at 2:00 p.m. local time. The City operates a voluntary value-based procurement program that evaluates work environment practices including nondiscrimination policies, apprenticeship compliance, drug testing protocols, and local small business status; participating bidders within specified bid ranges may receive preference in award decisions.
The scope encompasses furnishing and installing unified bilingual signage and wayfinding infrastructure at all thirteen parks, along with site improvements including regrading and resurfacing of existing trails, relocating or installing new irrigation heads, replacing timber steps, installing timber and boulder retaining walls, concrete steps with metal railings, crib walls, and rootwad and rock streambank slope protection. Protection of Red Butte Creek is fundamental to the work. The contract is awarded on a lump-sum basis with substantial completion required within 90 calendar days after Notice to Proceed, excluding winter shutdown periods.
The engineer's estimate exceeds $250,000 but does not exceed $2 million. Bid security equal to at least 5 percent of the total bid amount must accompany submission. The contract is not CDBG-funded and does not require prevailing wage or payroll submittals. Liquidated damages are set at $250 per day for late completion and $125 per day for late punch-list completion.
A pre-bid conference and site visit will be held virtually and in-person on July 28, 2026 at 10:00 a.m. via Microsoft Teams, with attendance highly encouraged. Bids will be publicly opened via Teams at approximately 2:15 p.m. on August 5. Contract documents are available at https://utah.bonfirehub.com/portal/?tab=openOpportunities and via the Utah Public Procurement Place (UP3) website. Pre-qualification is not required.
