The scope is customized curriculum development for Community Paramedicine training focused on rural Oklahoma healthcare needs and Mobile Integrated Healthcare best practices. The vendor must demonstrate experience developing customized curriculum for healthcare, EMS, public safety, or emergency response organizations; expertise in evidence-based adult learning principles and instructional design methodologies; capacity to conduct stakeholder engagement and needs assessments; and ability to develop scenario-based learning activities, performance-based assessments, and both instructor-led and online materials including synchronous and asynchronous content. The program must support blended learning delivery and be fully implemented by October 16, 2026.
OSU-CHS will evaluate proposals using a "Best Value" methodology, weighting cost, relevant healthcare and public safety curriculum experience, instructional design methodology and adult learning expertise, understanding of rural community paramedicine needs, project management and quality assurance approach, technical capability for web-based and instructor-led training development, and evaluation and outcomes measurement approach. The University reserves the right to request clarifications, demonstrations, negotiations, and best and final offers from selected bidders.
Proposals must include company profile, relevant experience, customer references from similar projects (preferably within higher education), technical approach, value-added features, estimated timeline, and detailed cost breakdown covering licensing, implementation, training, maintenance, and support. Bids are due electronically by July 30, 2026 at 10:00 a.m. CDT and must remain firm for 120 days following closing. Questions are due July 21, 2026 at 2:00 p.m. CDT. As a constitutional entity of Oklahoma, OSU-CHS is exempt from sales and excise taxes.
