About this opportunity
Boulder County Housing Department is seeking Solicitation of Qualifications responses from qualified contractors to provide mobile home replacement services under its CDBG-DR Mobile Home Replacement Program, with responses due October 13, 2026. The County intends to establish a pre-qualified contractor pool for project-by-project assignment; no set number of awardees is predetermined. This is a short-list arrangement where projects under $10,000 may be assigned directly to any qualified vendor and projects of $10,000 or greater require competitive quotes among short-listed vendors.
Scope includes pre-construction site assessments, environmental testing coordination, site preparation and demolition, mobile home installation, utility connections, and project closeout. Individual projects will be issued through future task orders with specific scopes and pricing determined per project; estimated replacement duration per project is 6 to 9 months. Contractors must maintain Colorado contractor licenses, manufactured home installation certifications, current insurance (including Commercial General Liability at $1,000,000 per occurrence / $2,000,000 aggregate, Workers' Compensation at statutory limits with Employer's Liability of $100,000 per accident, Professional Liability of $1,000,000, and Pollution Liability of $1,000,000), and active SAM.gov registration with valid UEI. All work must comply with HUD CDBG-DR requirements, Section 3 employment, Equal Employment Opportunity standards, Fair Housing Act, ADA, Section 504, and applicable federal labor standards. Federal lobbying certification is required.
Boulder County anticipates approximately $900,000 in CDBG-DR funding to support approximately three mobile home replacement projects; no fixed per-household budget has been established. Work is performed throughout Boulder County. The County anticipates issuing first task orders in October or November 2026, subject to project readiness and environmental review.
Evaluation uses a 100-point scale: relevant mobile home replacement experience (25 points), organizational capacity and scheduling availability (25 points), key personnel qualifications (10 points), federal compliance understanding (10 points), ability to serve throughout Boulder County (10 points), references and past performance (10 points), and commitment to energy-efficient construction practices (10 points). The selection committee may request additional information and conduct interviews. Proposals must be submitted electronically through Boulder County Bonfire portal in widely-accessible formats (PDF, Word, Excel); no archives, zip files, or external links accepted.
