About this file
This is Addendum #1 to a Solicitation of Qualifications (SOQ) issued by the Boulder County Housing Department in Colorado for the Community Development Block Grant – Disaster Recovery (CDBG-DR) Mobile Home Replacement Program. The SOQ seeks qualified contractors to provide mobile home replacement services for eligible households whose units were damaged by a high wind event on December 30, 2021. The program aims to improve the safety, resilience, and habitability of housing units serving low- and moderate-income households. The County intends to establish a pool of qualified contractors who have been vetted and determined to have the necessary experience and capacity to complete mobile home replacement projects. Proposals must be submitted electronically through the Boulder County Bonfire portal before the specified close date, with all submittals required in widely-accessible formats such as PDF, Word, or Excel. No archives, zip files, or external links will be accepted. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed in the best interest of Boulder County.
The SOQ does not require pricing information as part of the qualification response; pricing will be requested at the individual project or task-order level based on specific scopes of work. The County may provide additional pricing instructions or a standardized pricing form as part of future task-order requests. The program is funded through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery Program and is administered by the Colorado Department of Local Affairs (DOLA) and managed by Boulder County. The addendum clarifies that the funding amount and anticipated number of homes remain unchanged from the original SOQ-299-26-2. All proposers are solely responsible for ensuring their documents are received before the deadline, and Boulder County does not accept responsibility for delayed or failed submittals.
