About this file

This is an Evaluation Criteria document for Boulder County, Colorado's Solicitation of Qualifications (SOQs) for mobile home replacement services under the Community Development Block Grant - Disaster Recovery (CDBG-DR) Mobile Home Replacement Program. The County seeks qualified contractors to replace mobile homes damaged by a high wind event on December 30, 2021, with the goal of improving safety, resilience, and habitability of housing units serving low- and moderate-income households. Funding is provided through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant - Disaster Recovery Program and administered by the Colorado Department of Local Affairs (DOLA). The County intends to establish a pool of pre-qualified, vetted contractors with demonstrated experience and capacity to complete such projects.

The evaluation process will be conducted by a selection committee that may request additional information from vendors and conduct interviews. The committee will score proposals using a 100-point matrix that prioritizes relevant experience with mobile home replacement projects and organizational capacity and scheduling availability, each worth 25 points. Qualifications of key personnel, demonstrated understanding of federal compliance requirements, ability to perform work throughout Boulder County, references and past performance, and commitment to energy-efficient and resilient construction practices are each weighted at 10 points. The evaluation criteria emphasize federal compliance expertise and geographic service capability throughout Boulder County.
