About this file
This is an addendum to a Solicitation of Qualifications (SOQ) issued by the Boulder County Housing Department in Colorado for qualified contractors to provide mobile home replacement services under the Community Development Block Grant – Disaster Recovery (CDBG-DR) Mobile Home Replacement Program. The program aims to assist eligible households in replacing mobile homes damaged by the December 30, 2021 high wind event and to improve safety, resilience, and habitability for low- and moderate-income households. Boulder County intends to establish a pre-qualified contractor pool without a predetermined target number of contractors; selection will depend on qualifications received and the County's determination of necessary capacity. Electronic proposals must be submitted through the Boulder County Bonfire portal by the stated close date, with no exceptions made for late submissions. Boulder County anticipates beginning replacement activities in 2026 and issuing the first project-specific task orders approximately October/November 2026, though this timeline is subject to change based on project readiness and environmental review requirements. Individual contracts will be issued as eligible replacement projects become available, with contract duration based on the scope and schedule of each specific project.
Boulder County anticipates approximately $900,000 in CDBG-DR funding to support eligible mobile home replacement activities and related program costs and expects to complete approximately three mobile home replacement projects. No fixed per-household replacement budget has been established; final project budgets will be determined on a project-by-project basis based on approved scope of work, selected replacement home, procurement results, eligible costs, relocation needs, environmental findings, and available funding. Future contractor selection from the pre-qualified pool will be based on project-specific considerations including cost and price reasonableness, contractor availability, ability to meet project schedules, and ability to meet homeowner needs and preferences, in accordance with CDBG-DR and federal procurement requirements. Contractors must possess and maintain all licenses, certifications, registrations, permits, and insurance required by applicable federal, state, and local laws, including Boulder County or City of Boulder contractor licenses as applicable, State of Colorado licenses for electrical and plumbing work, and compliance with Colorado's Manufactured Housing Installation Program requirements. Homeowner-elected upgrades or costs exceeding the approved program budget remain the homeowner's responsibility, with such costs contracted and paid separately from CDBG-DR-funded work to ensure federal compliance.

Questions and Answers for SOQ 299-26 - ADDENDUM #1
1. Question: Please confirm the total CDBG-DR funding currently allocated to the Mobile Home Replacement Program, the anticipated number of mobile home replacements, and whether there is a maximum approved construction or replacement budget per household.
Funding Availability
• Boulder County currently anticipates approximately $900,000 CDBG-DR funding to support eligible mobile home replacement activities and related program costs, in accordance with the executed grant agreement with the Colorado Department of Local Affairs (DOLA). Based on current planning estimates, the County anticipates completing approximately three (3) mobile home replacement projects. Individual project costs remain subject to program eligibility requirements, applicable CDBG-DR regulations, and available funding.
Project Budgeting
• The County has developed estimated replacement budgets for planning purposes;
however, no fixed per-household replacement budget or construction allocation has been established at this time. Final project budgets will be determined on a project-by-project basis based on the approved scope of work, selected replacement home, procurement results, eligible and reasonable costs, relocation needs, environmental review findings, and available funding. All costs must comply with applicable CDBG-DR requirements and the executed DOLA agreement.
2. Question: The SOQ states that Boulder County intends to establish a pool of qualified contractors and may establish a list of one or more qualified contractors. Please confirm whether the County has an anticipated target number of contractors it intends to award/short-list under this solicitation.
• Boulder County has not establish ed a target number of contractors for the qualified pool (“short-list”). The County intends to establish a pool of responsive and responsible contractors that demonstrate the qualifications and experience required by the SOQ. The number of contractors selected will depend on the qualifications received and the County's determination of the number necessary to support the program.
3. Question: Please confirm the anticipated initial contract term for contractors selected under this SOQ, including whether there will be renewal options or extensions.
• Contractors selected through this SOQ will be placed in a pre-qualified contractor pool (“short-list). Individual contracts or project-specific task orders will be issued as eligible replacement projects become available. Boulder County anticipates beginning replacement activities in 2026 and completing projects within the timeframe allowed under the grant agreement. The duration of each agreement will be based on the scope and schedule of the individual project.
Boulder County reserves the right to extend agreements, if appropriate, in accordance with the contract terms and applicable grant requirements.
4. Question: For future project-specific task orders, please confirm how Boulder County will evaluate quotes from short-listed contractors. Will future selections be based on lowest price, best value, homeowner preference, availability/schedule, technical approach, or some combination of these factors?
• Boulder County anticipates requesting project-specific proposals from the pre-qualified contractor pool (“short-list) for each eligible replacement project. Contractor selection will be based on project-specific considerations, including cost and price reasonableness, contractor availability, ability to meet the project schedule, and the ability to meet the homeowner’s replacement housing needs and preferences.
• Boulder County will evaluate proposals or quotes in accordance with applicable CDBG-DR, federal, state, and local procurement requirements. Final contractor selection will be based on documented evaluation factors and the overall ability to successfully complete the project within program requirements and available funding.
5. Question: Please provide the anticipated timing for the first task orders under this program, including when Boulder County expects to begin issuing project-specific scopes of work to short-listed contractors.
• Boulder County anticipates issuing the first project-specific task orders following establishment of the qualified contractor pool, approval of eligible replacement projects, and execution of applicable contractor agreements. The County’s current goal is to begin issuing task orders approximately October/November 2026; however, this timeline is subject to change based on project readiness, procurement activities, applicable environmental review requirements, and other CDBG-DR program considerations.
6. Question: The SOQ states that homeowner-selected upgrades or costs exceeding the approved program budget will be the homeowner’s responsibility unless otherwise approved by the County.
Please clarify whether contractors will contract directly with homeowners for such upgrades, or whether all costs must flow through Boulder County.
• Boulder County will authorize and pay only those costs that are eligible and approved under the CDBG-DR program. If a homeowner elects to include upgrades or other work that is not eligible under the program or exceeds the approved project budget, those costs will be the homeowner's responsibility. The method for contracting and payment of homeowner-funded upgrades will be addressed in the project-specific agreements and must remain separate from CDBG-DR-funded costs to ensure compliance with federal grant requirements.
7. Question: Please confirm the specific contractor licensing, manufactured home installation certifications, dealer registrations, Boulder County registrations, and/or Colorado state registrations required for a contractor to be eligible for award and to perform future task orders.
• Contractors must possess and maintain all licenses, certifications, registrations, permits, and insurance required by applicable federal, state, and local laws to perform the services associated with a project.
• Contractors performing work requiring a building permit in unincorporated Boulder County must obtain and maintain the applicable Boulder County Contractor License for the work being performed.
• Electrical and plumbing contractors must maintain all applicable State of Colorado licenses.
• Contractors providing manufactured home installation services must comply with all applicable Colorado requirements governing the installation of HUD-code manufactured homes and maintain any required state licenses, certifications, or registrations applicable to the services they perform.
• Boulder County will verify that the selected contractor possesses the licenses, registrations, certifications, permits, and insurance required to perform the specific scope of work.
