About this opportunity

Mt. San Antonio College is seeking qualified consultants to provide on-call commissioning services through a Request for Qualifications (RFQual) #2026-012, covering the period from November 2025 through October 2030, with potential four one-year contract extensions. The procurement focuses on comprehensive commissioning services for new construction, renovations, and facility upgrades, targeting various building systems including HVAC, power distribution, energy controls, lighting, irrigation, and communication systems. The scope of services encompasses commissioning planning, system testing, verification, reporting, compliance monitoring, and post-occupancy support. A mandatory pre-proposal meeting was held on September 17, 2025, with proposal submissions due by October 3, 2025, and an anticipated contract start date of December 1, 2025. The evaluation process will utilize a three-stage approach with 100 total points, considering company information (10 points), business experience and licensing (25 points), references (10 points), firm staffing and key personnel (10 points), pricing and deliverables (20 points), project budget management (15 points), and Project Labor Agreement experience (10 points).

The procurement does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though the comprehensive evaluation criteria suggest an open competition for qualified consulting firms. On-call consultant services are typically structured for projects less than $220,000, with the district reserving the right to award multiple contracts to different consultants. Proposals will be submitted electronically via OpenGov, and consultants must demonstrate compliance with prevailing wage requirements, Department of Industrial Relations (DIR) registration, and potential Community Workforce Agreement provisions. The district expects consultants to provide high-quality services that enhance system performance, improve energy efficiency, and ensure long-term operational success. While specific budget ranges are not definitively stated, the contract structure allows for flexible, project-specific engagements over a five-year period with potential extensions, indicating a substantial opportunity for qualified commissioning service providers in the Los Angeles County region.
