About this opportunity

The City of Longmont, Colorado is requesting quotations for commissioning services at the Longmont Urban Campus, with proposals due July 2, 2026. The work falls under the State of Colorado Office of the State Architect State Buildings Program.

The scope encompasses comprehensive commissioning services across the project lifecycle: commissioning plan preparation, construction-document review, observation of equipment installation and testing, development of functional performance testing procedures, witness testing of building systems, and preparation of a final commissioning report documenting findings and recommendations. Commissioning is expected to commence upon contract execution and continue through substantial completion of the Urban Campus construction.

Pricing may be submitted on a lump-sum or time-and-materials basis, with all costs including labor, travel, equipment, and incidental expenses included in the proposal.

Evaluation criteria include project team qualifications and experience, firm and team capabilities, prior relevant experience with similar projects, project approach (including budget and quality control methodologies), equity and diversity initiatives, and work-location familiarity. The evaluation structure applies a weighted scoring system with ratings of 0 to 5, followed by an oral interview evaluation using the same scoring methodology and an optional passing-score threshold predetermined by the City. Selection will be made on a qualification-based selection basis, with award to the firm providing the best value.

Bidders must submit an executed Acknowledgement and Attestation Form certifying receipt of all documents, understanding of project requirements, possession of necessary licensing and qualifications, compliance with applicable state and local regulations, and accuracy of all proposal information. A letter from a surety and compliance with all insurance requirements are mandatory submission elements.

No set-asides or incumbent are specified.
