II. PROJECT OVERVIEW

Introduction

Front Range Community College (FRCC) is Colorado’s largest community college, serving approximately 32,000 students across multiple campuses through transfer programs, workforce training, certificates, and associate degrees. The Boulder County Campus serves students throughout Boulder County and plays a critical role in supporting regional workforce development, economic mobility, and educational attainment.

FRCC is committed to providing accessible, affordable, and high-quality educational opportunities that respond directly to evolving workforce and community needs. The College’s strategic vision emphasizes student success, employer partnerships, experiential learning, innovation, and equitable access to education. As part of this vision, FRCC is pursuing the development of a new Boulder County Campus that will serve as a regional hub for workforce training, entrepreneurship, community engagement, and academic excellence.

In partnership with the City of Longmont and community stakeholders, FRCC completed a comprehensive master planning and programming effort to evaluate future campus needs and identify a preferred development strategy. The planning process included engagement with campus leadership, faculty, staff, students, workforce partners, and community representatives. The resulting program plan established a vision for a new campus located near downtown Longmont within the City’s emerging Science, Technology, Engineering, Arts, and Mathematics (STEAM) Innovation District. The new location will provide improved visibility, transit access, community integration, and opportunities for collaboration with employers and entrepreneurial organizations.

Background

The project consists of the planning, design, and construction of a new purpose-built Urban Innovation Campus in downtown Longmont, Colorado. The proposed campus will encompass approximately 128,000 gross square feet distributed between a five-story academic building and a separate advanced manufacturing and applied technology building. The campus is intended to create a single integrated campus environment that supports academic instruction, workforce development, student success, community engagement, and future growth.

The campus has been programmed to support five primary academic and workforce pathways:

• Health Sciences and Wellness

• Science, Technology, Engineering, and Mathematics (STEM)

• Advanced Manufacturing and Emerging Technologies

• Business and Entrepreneurship

• Arts, Media, and Creative Industries

In addition, the campus will provide comprehensive student services, academic support resources, faculty and administrative offices, student life facilities, and community-oriented spaces designed to foster engagement, innovation, and workforce partnerships.

Anticipated Academic and Instructional Facilities The academic program includes a diverse mix of instructional environments designed to support lecture, laboratory, simulation, active-learning, and hands-on workforce training.

Health Sciences and Wellness These facilities support nursing, emergency medical services, radiology, phlebotomy, allied health, and future healthcare workforce programs.

The Health Sciences and Wellness program includes:

• One EMT, Medical Office Professions, and Phlebotomy laboratory

• One Nursing Pathways laboratory

• One Radiology and Career Exploration laboratory

• One High-Fidelity Simulation laboratory suite

• One shared health sciences classroom

• Dedicated biohazard storage, equipment storage, and support facilities

Science and STEM Facilities These facilities are designed to support biology, chemistry, physics, engineering, and other laboratory-intensive disciplines.

The STEM program includes:

• One microbiology classroom laboratory

• Three wet chemistry laboratories

• One life sciences and physics laboratory preparation suite

• One physics laboratory

• One specialized instrumentation laboratory

• Hazardous materials and chemical storage

• Science equipment storage and student locker facilities

General Classroom and Technology Facilities The instructional model emphasizes active learning, flexibility, and technology integration.

The campus includes a combination of large, medium, and small instructional classrooms as well as specialized technology spaces, including:

• Multiple general-purpose classrooms

• Computer science and cybersecurity laboratories

• Multiple computer classrooms

• Recording arts instructional spaces

• Faculty meeting and instructional support rooms

Advanced Manufacturing and Applied Technology Facilities A dedicated manufacturing and technology building will support workforce training and industry partnerships through highly specialized instructional environments. These facilities will support advanced manufacturing, optics and photonics, mechatronics, machining, engineering technology, automation, and customized industry training programs.

The manufacturing program includes:

• One Applied Engineering Laboratory

• One Machining Laboratory

• One Metrology and Quality Control Laboratory

• One Microscopy Laboratory

• One Electronics Laboratory

• One Optics Laboratory

• One Laser Laboratory

• One Tool Crib

• Two Industry Flex Training and Project Spaces

• Two CAD/Fabrication Computer Laboratories

• Two General classrooms

• Manufacturing faculty, conference, and reception spaces

In addition to the instruction spaces noted above, this facility is planned to have all the non-instructional spaces that come along with a college including, but not limited to, computer labs, large and small gathering spaces, open workstation areas, closed offices, IT support space, facilities support space, reception, and library areas.

Site Development The project includes comprehensive site development improvements associated with the new campus, including:

• Approximately 402 on-site parking spaces

• Bicycle and pedestrian circulation infrastructure

• Transit-oriented access connections

• Outdoor gathering and learning spaces

• Central campus commons and green space

• Loading and service access

• Utility infrastructure and landscaping

• Future expansion opportunities for additional academic, office, and parking facilities The site is planned to maximize connectivity with downtown Longmont, regional transit, community amenities, and future innovation district development.

Scope of Services FRCC seeks a firm to provide third-party commissioning services for the new Urban Innovation Campus project located in Longmont. We would anticipate the commissioning agent to be involved in design review and planning, construction phase verification, testing and performance validation, and final commissioning and acceptance.

The Architect/Engineer is expected to provide Basic Services as described in the sample Architect/Engineer/Consultant Agreement and Terms and Conditions of the Contract unless otherwise noted.

The process to be used in the selection of the Architect/Engineer/Consultant is comprised of two steps. In STEP I submittals will be screened and scored as described in detail in Section X.
