About this opportunity
West Basin Municipal Water District is seeking proposals from qualified and licensed commercial real estate brokerage firms to provide tenant representation and consulting services for relocating its headquarters. The district requires approximately 30,000 usable square feet of Class A or B office space to accommodate 60 personnel, including areas for board meetings, storage, conference rooms, and employee facilities. Respondents must have an active California Department of Real Estate Broker license and a minimum of five years of commercial real estate sales experience. The solicitation was issued on December 18, 2025, with questions due by January 5, 2026, at 4:00 p.m., and proposals electronically submitted through the OpenGov e-procurement portal by January 12, 2026, at 2:00 p.m. Candidate interviews are scheduled for the week of January 26, 2026, with a notice of recommended award expected the week of February 23, 2026. Evaluation criteria include proposal completeness, respondent qualifications, professional qualifications of key personnel, technical approach, references, cost proposal, and interview performance. The initial contract term is two years with an option to renew for an additional one year.
The district encourages participation from Small Business Enterprises (SBE) and Local Business Enterprises (LBE), offering additional evaluation points for qualifying firms. Specifically, three points are awarded for SBE or LBE prime consultants, six points for firms that are both SBE and LBE, and one point if subcontractors meeting SBE or LBE status receive at least 30 percent of total contract compensation. The selected vendor must provide insurance coverage including Commercial General Liability of $2,000,000, Business Automobile Liability of $2,000,000, Workers' Compensation of $1,000,000, and Professional Liability of $2,000,000. Compensation will be primarily commission-based, paid by third-party building owners or leasing agents, with any additional non-commission fees to be disclosed by respondents. The selected broker will be responsible for comprehensive services including market analysis, site selection, proposal evaluation, negotiation, and lease documentation, with all deliverables required within 60 days of contract award. West Basin reserves the right to reject any proposals, negotiate final contract terms, or award the engagement to multiple respondents.
