About this file
This is a Scope of Services exhibit for a commercial real estate brokerage engagement with the West Basin Municipal Water District, a California water utility seeking tenant representation services for headquarters relocation. West Basin requires a qualified broker to identify and secure approximately 30,000 usable square feet of Class A or B office space within its service area to accommodate 60 personnel, including dedicated areas for board meetings, secured server room, offices, conference rooms, storage, and employee facilities. The selected broker must possess an active California Department of Real Estate Broker license and a minimum of five years of commercial real estate sales experience. Proposals were due electronically through the OpenGov e-procurement portal by January 12, 2026, at 2:00 p.m., with candidate interviews scheduled for the week of January 26, 2026, and notice of recommended award expected the week of February 23, 2026. The initial contract term is two years with a one-year renewal option. All deliverables, including a comprehensive lease/purchase timeline, market analysis, project team identification, relocation cost and budget plan with contingency, and lease documentation must be presented within 60 days of award.
Compensation will be primarily commission-based, paid by third-party building owners or leasing agents, with respondents required to disclose any additional non-commission fees. The broker must provide comprehensive services including space planning confirmation, marketing material development, site search and selection, proposal evaluation with short-list recommendations, lease negotiations to secure optimal terms and incentives, final recommendations, and lease documentation coordination. West Basin encourages participation from Small Business Enterprises (SBE) and Local Business Enterprises (LBE), offering three evaluation points for SBE or LBE prime consultants, six points for firms that are both SBE and LBE, and one point if subcontractors meeting SBE or LBE status receive at least 30 percent of total contract compensation. Required insurance includes Commercial General Liability of $2,000,000, Business Automobile Liability of $2,000,000, Workers' Compensation of $1,000,000, and Professional Liability of $2,000,000. West Basin reserves the right to reject any proposals, negotiate final contract terms, or award the engagement to multiple respondents.
