About this opportunity

The Florida Department of Transportation's Corridors Program Office is seeking a vendor to provide Commercial Driver's License (CDL) Class B Driver Training as part of the Moving I-4 Forward project. The procurement is a single-source contract with Golden Ink, LLC dba C3 Training to conduct comprehensive CDL training and testing programs at the Workforce Development Training facility in Kissimmee. The training will be delivered in two four-week sessions, accommodating 20 candidates using 4 tandem dump trucks, and will include a virtual Entry Level Driver Training (ELDT) course, behind-the-wheel training, and certified testing. Key deliverables include on-site Commercial Learner's Permit awards, medical card examinations, and CDL license printing. The procurement timeline spans from August 19, 2025, to September 10, 2025, with vendor information required to be submitted by 5:00 p.m. (EST) on September 10, 2025. C3 Training was selected as the sole source vendor due to their unique capabilities, including Virtual CDL Training Simulators and the ability to establish FLHSMV-approved testing sites at various FDOT training locations.

The contract appears to have no specific set-aside designations or restrictions on responding organizations. The known vendor, Golden Ink, LLC dba C3 Training, will be responsible for providing all training infrastructure, including vehicles, fuel, maintenance, and comprehensive documentation filing with state and federal entities. The estimated contract value is $291,000.00, covering a one-year period of training services. The vendor will be required to ensure all candidates, vehicles, and training tracks are certified and accepted by relevant regulatory bodies. The training program will comprehensively prepare participants through a multi-modal approach, including classroom learning, virtual instruction, instructional videos, and hands-on practical experience. No incumbent vendors other than C3 Training are mentioned in the procurement documents, and the training will utilize existing facilities at the Workforce Development Training facility in Kissimmee.
