About this file
This is a Single Source Purchase document from the Florida Department of Transportation (FDOT) for Commercial Driver's License (CDL) Class B Driver Training. The document details a one-year contract with Golden Ink, LLC dba C3 Training to provide CDL training and testing programs as part of the Moving I-4 Forward project. The training will be conducted in two four-week sessions at the Workforce Development Training facility in Kissimmee, with each session including a virtual Entry Level Driver Training (ELDT) course, behind-the-wheel training, and certified testing. The program will accommodate 20 candidates using 4 tandem dump trucks, and includes on-site Commercial Learner's Permit awards, medical card examinations, and CDL license printing. The posting period is from August 19, 2025, to September 10, 2025.
The estimated contract value is $291,000.00, with C3 Training selected as the sole source vendor due to their unique capabilities, including using on-site Virtual CDL Training Simulators and the ability to set up "traveling" FLHSMV-approved testing sites at various FDOT training locations. The training will comprehensively prepare participants for CDL testing through a combination of classroom learning, virtual instruction, videos, and hands-on practical experience. The contract requires C3 Training to handle all aspects of the training, including vehicle provision, fuel, maintenance, meals, and documentation filing with state and federal entities to ensure all candidates, vehicles, and training tracks are certified and accepted.
