About this opportunity
The Florida Department of Transportation (FDOT) Corridors Program Office is pursuing a single-source procurement for Commercial Driver's License (CDL) Class A and Class B Driver Training services. This procurement seeks comprehensive CDL training to be delivered at FDOT-designated facilities, including computer-based simulation training, behind-the-wheel instruction, and testing services. The contract will span two years and encompass training sessions at multiple FDOT locations, each featuring a dedicated private Florida Highway Safety and Motor Vehicles (FLHSMV) approved track. Required services include certified trainer organization, Entry Level Driver Training (ELDT) instruction, behind-the-wheel training and testing, Commercial Learner's Permit issuance, medical examinations and cards, and provision of vehicles and training materials. The procurement supports the Workforce Development Program Initiative under Florida Statute section 339.84, with the primary objective of expanding the licensed CDL operator workforce to support FDOT's transportation system maintenance and emergency response capabilities. Prospective vendors were required to submit information by 5:00 p.m. (EST) on Wednesday, February 4, 2026, to the procurement contact Sherill Johnson at the FDOT Procurement Office.
The procurement is specifically targeting Golden Ink, LLC dba C3 Training as the sole vendor, justified by their unique capability to integrate FDOT's previously acquired Virtual CDL Training Simulators with their proprietary training curriculum and exclusive authority to establish traveling FLHSMV-approved testing sites. No specific set-aside designations or restrictions for disadvantaged enterprises were mentioned in the documentation. The known vendor, C3 Training, appears to have exclusive rights to deliver these training services based on their specialized technological and curriculum integration capabilities. The estimated contract value is $1,750,000.00, covering the two-year contract term. The procurement does not indicate multiple vendor selection or competitive bidding, instead pursuing a single-source approach based on C3 Training's specialized training infrastructure, proprietary curriculum, and ability to seamlessly integrate with existing FDOT training simulators and testing protocols.
