About this file
This is a Notice of Intended Single Source Purchase (PUR 7776) from the Florida Department of Transportation (FDOT) for Commercial Driver's License (CDL) Class A and Class B Driver Training services. The FDOT Corridors Program Office seeks to procure comprehensive CDL training at FDOT-designated training facilities, including computer-based simulation training, behind-the-wheel instruction, and testing services. The procurement encompasses a two-year contract term with training sessions to be held at multiple FDOT locations, each featuring a dedicated private Florida Highway Safety and Motor Vehicles (FLHSMV) approved track. The known vendor for this single-source procurement is Golden Ink, LLC dba C3 Training. Prospective vendors had until 5:00 p.m. (EST) on Wednesday, February 4, 2026, to submit information regarding their ability to provide the requested services. The contact for this procurement is Sherill Johnson at the FDOT Procurement Office, located at 605 Suwannee Street, MS 20, Tallahassee, Florida 32399-0450, with telephone number 850.414.4381.
The estimated dollar amount for this contract is $1,750,000.00. The FDOT justifies the single-source procurement based on C3 Training's unique capability to integrate FDOT's previously acquired Virtual CDL Training Simulators with their proprietary C3 training curriculum and their exclusive authority to establish traveling FLHSMV-approved testing sites at various FDOT training locations. The procurement supports the Workforce Development Program Initiative outlined in Florida Statute section 339.84, aimed at expanding the licensed CDL operator workforce to support FDOT's mission of maintaining a safe transportation system and ensuring mobility of people and goods during construction projects and emergency response situations. Services to be provided include certified trainer organization, Entry Level Driver Training (ELDT) instruction, behind-the-wheel training and testing, Commercial Learner's Permit issuance, medical examinations and cards, and provision of vehicles and training materials as needed.
