Sealed offers must be submitted electronically via the OpenGov e-Procurement Platform by 4:00 PM EST on Tuesday, May 12, 2026, with questions due by 5:00 PM EST on Thursday, April 23, 2026. Award will be made on an all-or-none basis to the lowest responsive and responsible bidder, with all line items requiring pricing or the response will be deemed non-responsive; pricing must be firm for the initial one-year period with potential CPI-U escalation capped at 4% annually thereafter.

A Service Disabled Veteran Business preference applies with varying percentage allowances based on bid amount ranging from 3% to 8%. The contract term is five years with an estimated award value of approximately $1,000,000 based on parts and services budgeting included in the fee schedule. Pricing must include a percent mark-down or mark-up on parts and services at actual cost with a maximum allowable markup of 10%, and third-party invoices are required as proof of purchase. The solicitation does not reference any incumbent contractors or existing technology requiring integration beyond the specified manufacturer relationships. Non-emergency work requires a site visit within 24 hours of request and a "not to exceed" quote within two business days, while emergency repairs exceeding $5,000 require written County approval before proceeding. All work must be invoiced within 30 days of completion with itemized documentation and service tickets, and liquidated damages of $250 per calendar day apply for work not completed by the specified deadline.
