About this opportunity
The Colorado Department of Public Safety is issuing a Documented Quote (DQ) solicitation (RBAA 2026-0485) for Colorado State Patrol Pre-Employment Background Services covering the fiscal year 2027 period from July 1, 2026 through June 30, 2027. The procurement is for comprehensive pre-employment background screening investigations to support the Colorado State Patrol's hiring process. The selected vendor will be responsible for conducting supplemental questionnaire reviews, professional reference checks (minimum three with at least two supervisor references), military service verification, education and employment verification, driver's license verification, court records searches, criminal records checks through NCIC and CCIC, local and out-of-state records searches, and open-source searches, with background investigations completed within three to four weeks of receiving the supplemental application and written reports and analysis delivered within three business days of polygraph exam receipt. The vendor must also coordinate with polygraph vendors and provide testimony or consultation to HR staff or the Attorney General's Office as needed for selection appeals. Background investigators must possess a combination of law enforcement experience and/or professional pre-employment background check experience, demonstrating expertise in interview techniques, written communication, report writing, and attention to detail, with continuing education requirements and accessibility standards compliance. Vendor selection will be based primarily on cost per assessment, with secondary considerations including sample quality and lead time. Proposals are due electronically by Friday, May 22, 2026 at 2:00 PM Mountain Standard Time, with all bid inquiries directed to cdps_edo_bids@state.co.us. The procurement requires completion of a signature page, pricing sheet, W-9 form, and vendor accessibility requirements documentation, with an additional accessibility compliance response due Friday, June 22, 2026 at 2:00 PM Mountain Time.
The solicitation documents indicate that vendors registered and verified by the U.S. Department of Veterans Affairs as Service-Disabled Veteran-Owned Small Businesses may indicate such status and submit validation documentation for consideration, though this is not identified as a mandatory set-aside. No incumbent vendors or current contractors are listed in the procurement documents provided. The State of Colorado will issue a purchase order with standard Colorado state purchase order terms and conditions applying, which include payment within 45 days after receipt of goods or services and acceptance of a correct invoice, FOB destination with freight prepaid, and vendor responsibility for obtaining and maintaining specified insurance coverage including workers' compensation, commercial general liability with minimum limits of $1,000,000, and automobile liability with combined single limits of $1,000,000. For contracts involving protected information access, additional cyber liability insurance with limits of $1,000,000 each occurrence and aggregate is required. The projected purchase order cost for this DQ contract is budgeted at or under $100,000 for the fiscal year 2027 period. All background investigation information is confidential and will be submitted only to the CDPS Human Resources point of contact without further distribution unless approved by the Executive Director or Deputy Executive Director, and vendors must ensure compliance with the State of Colorado's accessibility standards requiring information technology to conform to the World Wide Web Consortium's Web Content Accessibility Guidelines (WCAG) 2.1 level A and AA success criteria.
