About this opportunity

The Colorado Department of Early Childhood (CDEC) is soliciting a Documented Quote (DQ) for translation and technical processing of eLearning and instructor-led training materials into Spanish and Arabic through solicitation QAAA 2026000360. The procurement encompasses translation of Articulate Storyline 360 eLearning courses, slide decks, facilitator notes, participant guides, job aids, checklists, and resource lists, with an estimated annual scope of 5 to 7 hours of eLearning content, 100 to 200 pages of text-based documents, and 100 to 200 slides addressing health, safety, and professional development topics for diverse early childhood professionals. Vendors must demonstrate hands-on experience with Articulate Storyline 360, including post-production work such as updating text, inserting translated narration, and adjusting timing of animations, and must submit three sample translation materials, references, detailed quality control processes, and a completed Statement of Work with a full payment schedule for fiscal year 2026-2027. Proposals must be submitted through BidNet Direct by May 7, 2026, at 2:00 p.m. MST and may not exceed 12 pages, excluding cover page, resumes, and required exhibits. A pre-bid conference was held on April 17, 2026, written inquiries were due April 21, 2026, at 1:00 p.m. MST with answers published by April 27, 2026. The anticipated contract start date is July 1, 2026, with an initial term running through June 30, 2027, and renewal options available for up to two additional one-year terms, contingent upon appropriated funds and satisfactory performance. Price is identified as the main decision driver in vendor selection, with evaluation also based on completeness and accuracy in addressing stated needs, vendor responsibility and past performance, and references.

Service-Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs will receive an additional 3 percent toward their overall final score. The solicitation does not establish any set-asides or mention incumbent vendors, and CDEC has not identified a specific budget range or award value. Vendors must be registered in CORE and possess a Unique Entity ID from SAM.gov prior to contract execution, and all quotes must remain firm for a minimum of 180 calendar days from the award date. The state reserves the right to award to multiple vendors, conduct discussions or request best and final offers, and cancel the solicitation if determined to be in the state's best interest. All work must comply with Colorado accessibility standards and Web Content Accessibility Guidelines (WCAG) Level AA standards, and while full human translation is viable, AI tools are acceptable only when combined with human review. Spanish translation preference is USA dialect, though pricing for Mexican Spanish is acceptable, and while translator certification is preferred, it is not mandatory.
