The anticipated contract start date is July 1, 2026. Single vendor selection is preferred for both languages, though a split award may be considered.
Pricing methodology is flexible, allowing for project-based pricing (per hour of eLearning), per-word, or per-page calculations. Spanish translation preference is USA dialect, though pricing for Mexican Spanish is acceptable. CDEC will provide a department-wide glossary translation memory to the selected vendor. While full human translation is viable, AI tools are acceptable only when combined with human review. Vendor experience with Articulate Storyline 360 is required, including post-production work such as updating text, inserting translated narration, and adjusting timing of animations within the software. Certification as a translator is preferred but not mandatory. Price is identified as the main decision driver. All communications regarding the solicitation must be directed to Genette Hurt at Genette.Hurt@state.co.us; contacting other team members may result in proposal disqualification.

Details
● Solicitation Introduction and Contact Information: Genette Hurt, the purchasing agent, opened the pre-bid conference for documented quote DQ QAA 2026 360, which concerns e-learning and training materials translations for Colorado Shines. Genette Hurt is the primary contact, and they emphasized that any questions outside of the meeting must be directed exclusively to them via email, as reaching out to other team members may result in proposal disqualification.
The meeting included a high-level summary of the project and the submission process, followed by a Q\&A session, with the request for attendees to hold questions until that time.
● Colorado Shines Training Team Background: The Colorado Shines training team, is part of the Division of Early Childhood Workforce within the Colorado Department of Early Childhood (CDEC). The department's vision is for all Colorado children, families, and early childhood professionals to be valued, healthy, and thriving, with the workforce team focusing on infrastructure, recruitment, retention, and fostering a diverse and competent workforce. Training is a crucial component of workforce development, covering instructor-led curriculums and e-learning materials, including train-the-trainer materials.
● Training Content and Learning Audience: Training content varies, focusing significantly on required health and safety topics like infant safe sleep, illness, and injury prevention, in addition to professional development training on subjects such as child development and family partnerships. The learners are diverse early childhood professionals, including teachers, directors, consultants, and coaches, located in various regions across the state, and they have varying levels of technology experience and formal education. To ensure accessibility and language justice, materials are developed in English first and then translated.
● Translation Focus and Technology Requirements: The two current focus languages for translation are Spanish, as the second most spoken home language, and Arabic, which is the second language for the target demographic of early childhood professionals in Colorado. The project requires a vendor familiar with Articulate Storyline 360 software, as this platform is used for developing the e-learning modules, and the vendor will need to handle translation, reformatting, and text-length adjustments within the software.
Annually, the work typically involves translating 5 to 7 hours of e-learning content, 100 to 200 pages of text-based documents, and 100 to 200 slides into both Spanish and Arabic.
● Submission Requirements and Important Deadlines: All bid submissions must be submitted through Bidnet Direct by the deadline listed in the schedule of activities; proposals submitted via email or Vendor Self-Service (VSS) will not be accepted. Proposals should not exceed 12 pages, excluding the cover page, résumés, and Exhibit A Statement of Work, and responses must address all mandatory criteria to avoid automatic disqualification. Inquiries are due by 1:00 p.m. Mountain time on April 21, 2026, with answers published on Bidnet and VSS by April 27, 2026, and submissions are due by 2:00 p.m. Mountain time on May 7, 2026.
● Specifics of Translation Assets and Spanish Dialect: When translating supplemental materials such as videos, the team does not expect the vendor to edit video files directly but rather translate the exported video transcript. For e-learning content, one hour of content contains approximately 15,000 words that require translation. Regarding the Spanish translation, the preference is for a Spanish USA version, though the team indicated that including pricing for Mexican Spanish would also be acceptable, as both dialects have been used in the past.
● Vendor Roles and Technical Expectations: The vendor is expected to work within Articulate Storyline to return a final storyline file and perform "post-production" work, which includes updating the written text, inserting translated narration, and adjusting the timing of animations and narration within the file. Experience with Articulate Storyline is a requirement for this contract, and while there is a preference for certified translators, it is not an absolute requirement. The team intends to choose a single vendor for both Spanish and Arabic, though a split award may be considered during the evaluation process.
● Existing Resources, Quoting, and Translation Method Preference: CDEC possesses a translation memory, primarily compiled into a department-wide glossary, which has been vetted and approved and will be shared with the selected vendor. The team is flexible regarding the quoting method, allowing for project-based pricing (such as per hour of e-learning) or pricing based on words or pages, and they encouraged vendors to review the Exhibit A comments for assistance. While price is the main decision driver, the preference for translation methodology is human involvement, meaning AI tools are acceptable only if combined with human review, but full human translation is also a viable option.
