About this opportunity
The Colorado Department of Early Childhood (CDEC) is soliciting a Documented Quote (DQ) for translation and technical processing of eLearning and instructor-led training materials into Spanish and Arabic through this statewide procurement affecting Arapahoe County. The project requires comprehensive translation services for Articulate Storyline 360 files, slide decks, supporting documentation, and instructor-led training materials, encompassing all pre-processing and post-processing activities including narration synchronization, closed captioning, and accessibility compliance. Qualified vendors must demonstrate at least three years of experience translating eLearning coursework using Articulate Storyline 360 with narration and closed captioning capabilities, submit at least three sample translations in both Spanish and Arabic with original English versions, provide detailed descriptions of pre- and post-processing workflows, outline quality control and community review processes, and supply two references attesting to translation accuracy and quality. All work must comply with Web Content Accessibility Guidelines (WCAG) Level AA standards and Colorado accessibility requirements. The evaluation will prioritize cost-effectiveness and reasonableness of the proposed budget in relation to scope of work, along with completeness and accuracy in addressing stated needs, with preference given to vendors offering human narration and human translation verification rather than AI-generated content. A pre-quote conference is scheduled for April 17, 2026, at 1:00 PM via Google Meet; inquiries must be submitted by April 21, 2026, at 1:00 PM with responses posted by April 27, 2026; and quotes are due electronically via BidNet Direct by May 7, 2026, at 2:00 PM. The contract will commence July 1, 2026, with an initial term through June 30, 2027, and potential for two additional one-year renewals contingent upon appropriated funding and contract compliance.
Service-Disabled Veteran Owned Small Businesses (SDVOSBs) are eligible for an additional 3 percent scoring preference under this procurement. The State reserves the right to award to multiple vendors and will evaluate vendor responsibility based on financial resources, personnel expertise, performance history, integrity, and debarment status. All awarded vendors must register in CORE, obtain a Unique Entity ID from SAM.gov, and comply with all State of Colorado purchase order terms and conditions, including maintenance of appropriate insurance coverage prior to purchase order execution. Vendors must also comply with mandatory child abuse and neglect reporting requirements, employment eligibility verification for federally funded contracts, and SAM.gov compliance checks for all staff upon hiring and annually. No incumbent vendors or current contractors are identified in the solicitation materials. The solicitation does not specify an explicit budget range or award value; however, vendors must submit a fully detailed payment schedule for the entire state fiscal year (July 1, 2026, through June 30, 2027) with fixed-price quotes that will be evaluated on cost-effectiveness and reasonableness in relation to the scope of services required.
