About this file

This is a Statement of Work (SOW) template document for the Colorado Department of Early Childhood (CDEC) Colorado Shines eLearning and Training Materials Translations project. The document outlines the scope of services required to translate online, self-paced eLearning courses and instructor-led training materials into Spanish and Arabic, with potential for additional languages in the future. The project addresses language barriers that limit access to early care and learning workforce opportunities in Colorado. The scope encompasses translation of eLearning courses developed in Articulate Storyline 360, including written text, scripts, onscreen text, alt-text, documents, video transcripts, and voiced narration, as well as pre- and post-processing activities to ensure proper formatting and accurate narration synchronization. Additionally, instructor-led training materials including slide decks, facilitator notes, participant guides, and video transcripts require translation and processing. The contract period runs from July 1, 2026, through June 30, 2027.

The SOW template includes structured sections for defining outcome statements, key activities, tasks, deliverables, measurements, responsible positions, and a payment schedule organized by month. Acceptance of all deliverables resides with the CDEC Professional Learning and Design Unit, Colorado Shines Training Team, with the designated program manager responsible for monitoring deliverables to ensure project completion and scope compliance. The program manager must either approve deliverables or provide written notification to the vendor regarding outstanding tasks. The document is a template requiring completion with specific project details, including outcome statements, key activities, timelines, deliverables, measurements, responsible positions, and payment amounts for each month of the contract period.

Glossary

· Articulate Storyline 360 eLearning development software used to create interactive and customizable online courses, simulations, and quizzes.

· eLearning: the files or materials used for a self-paced, asynchronous, online learning experience for individual learners.

· Instructor-Led Training: training that is taught by individuals who hold a Trainer Credential approved by the CDEC and/or who meet the other trainer qualification criteria.

Introduction/Background

· The Colorado Department of Early Childhood (CDEC) creates and maintains free, online self-paced eLearning courses for early childhood professionals through the Colorado Shines Professional Development Information System (PDIS). The Colorado Shines Training team also creates instructor-led training materials for courses to be taught by individuals who hold a Trainer Credential approved by the CDEC and/or who meet other trainer qualification criteria. Language is often cited as a barrier to accessing early care and learning services in Colorado, and this extends to individuals who are or who are interested in being part of the early childhood workforce. Training opportunities for early care and learning professionals that are only available in English limit access to workforce opportunities and contribute to a lack of qualified professionals. To support diversity and access among its early childhood workforce, the Colorado Department of Early Childhood is translating online, self-paced eLearning and instructor-led coursework and training materials into Spanish and Arabic, with the potential for translation into additional languages in the future. After translation, this coursework will be available on the Colorado Professional Development Information System (PDIS).

Scope of Work

· eLearning courses consist of written text, such as scripts, onscreen text, alt-text for images, documents, and video transcripts, as well as voiced narration. Courses were developed in Articulate Storyline 360. This scope includes translation costs as well as pre- and post-processing activities into the Articulate Storyline files to ensure translated text is formatted correctly and narration is inserted and synced accurately. This scope also includes translation and pre- and post-processing of associated course documents, including text versions of all narration, course descriptions, and pre- and post-tests, and could also include documents such as job aids, checklists, resource lists, and short video transcripts.

· Instructor-led training materials contain written text which must be translated, such as on-screen text in slide decks, alt-text for images, facilitator notes, participant and facilitator guides, and video transcripts. Train-the-trainer materials can also consist of slide decks and related documents, although the majority of train-the-trainer materials utilize self-paced, asynchronous eLearning coursework. This scope includes translation costs and pre- and post-processing activities to ensure all translated training materials are functional, accessible, and formatted correctly.

Period of Performance

· July 1, 2026 through June 30, 2027
