About this opportunity

The City of Philadelphia Procurement Department is requesting quotes for color ribbon as a micro purchase to be awarded as a whole or by line item to the lowest responsive and responsible bidder, with quotes due July 6, 2026. All items must be quoted to be eligible for award.

This is a requirements contract with a 365-day term from the effective date. The contract value ceiling is $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published figure and rounded to the nearest thousand dollars. No set-aside or preference program applies to small purchases; however, the City collects voluntary LGBTQ Applicant Data for identification and reporting purposes.

Quotes must be submitted electronically through PHLContracts (www.PHLContracts.phila.gov) and are net, exclusive of taxes, and FOB Destination Point. All quoted terms and prices remain valid for 60 days from submission or throughout the requirements contract term. Vendors must execute a Consent and Authorization Agreement prior to bid closing, either through vendor profile registration or as an attachment to the first quote submission. The agreement establishes terms for PHLContracts platform access and designates a Seller Administrator responsible for account management and user role administration.

The successful seller must maintain workers' compensation insurance at statutory limits and general liability insurance of $500,000 per occurrence, comply with all City tax requirements and nondiscrimination provisions, and complete electronic deposit enrollment before payment processing. Vendors are prohibited from delivering products or providing services until notified by the Department. The Seller Standard Operating Procedure Checklist (B2727401.pdf) outlines the 13-step submission process through PHLContracts, including completion of required tabs, entry of unit costs, response to mandatory questions, and resolution of all validation warnings before submission.
