About this opportunity
The City of Toledo is requesting bids for complete demolition of the Collins Park Bath House and Pool facility at 755 York Street, Toledo, Ohio, with bids due November 3, 2026 at 1:30 p.m. local time via the PlanetBids portal. This is a Project Labor Agreement (PLA) project subject to mandatory union involvement; all contractors and subcontractors must execute a PLA with the Northwest Ohio Building and Construction Trades Council within fifteen working days of a pre-job conference held within fifteen days of award notification. The contract is valued at or above $100,000, triggering PLA applicability.
The demolition scope includes the bath house building (approximately 2,800 square feet), junior pool (50' × 100', 4'6" deep), wading pool (30' × 30', 2' deep), concrete deck (approximately 9,020 square feet), all debris removal, crushing and placement of suitable materials onsite, and haul-off of unsuitable materials. The site encompasses approximately 0.74 acres with an estimated earth-disturbed area of 0.73 acres. Construction is estimated to begin January 2027 and complete by March 2027. The contractor must obtain all necessary permits, disconnect utilities at contractor expense, coordinate with the City Water Division at least three weeks before demolition begins, and maintain haul roads and streets relatively free from dust and dirt.
This is a prevailing wage and living wage project. Successful bidders must comply with Davis-Bacon wage rates and Ohio prevailing wage requirements; submit certified payrolls two weeks after start date and weekly thereafter. The living wage requirement under Toledo Municipal Code Chapter 187 mandates $17.45 per hour with single health coverage not exceeding 15% of monthly wages, or $20.63 per hour without employer-provided health benefits, for all contractors and subcontractors on contracts valued at $10,000 or greater.
A bid guaranty (bid bond or certified check) of not less than 5% of the estimated total contract price is required, with a maximum cap of $200,000. A Performance Bond equal to the bid price is required for contracts of $40,000 or more. The City encourages 15% MBE/WBE participation on all construction contracts; participating companies must be registered with the City of Toledo. Contractors are subject to the Toledo Income Tax Ordinance requiring 2.5% tax on net profits attributable to activities within the City.
Bidders must submit all required paperwork through PlanetBids, including the City Paperwork Packet (Vendor Registration Form, Business Tax Registration Form, notarized Child Support Affidavit, Vendor Utility information), Annual Paperwork Packet (Equal Employment Opportunity Certification, Living Wage Affidavit updated no later than February 1, Debarment Certification, W-9, Certificate of Insurance naming the City as additional insurer, Bureau of Worker's Compensation Certificate), and Construction Project Paperwork Packet (Acknowledgement and Acceptance of Terms & Conditions, Living Wage Contract Addendum, Primary/Subcontractor Agreement Certificate, Best Bid Criteria when applicable). Bid prices must be stated to two decimal places with only one price per line item. Bid submission is not complete until PlanetBids issues email confirmation. Contract execution must be completed and returned within ten calendar days of sending, or the bid bond or check may be forfeited as liquidated damages.
