About this opportunity

Seminole County is seeking a contractor for the collection and disposal of automotive fluids through Request for Proposal RFP-604817-24/MHH, targeting services for various county facilities including the Central Transfer Station, Osceola Road Landfill, Fleet Services Building, Sheriff's Office, and two water treatment plants. The procurement requires a vendor authorized by the Florida Department of Environmental Protection to collect, transport, and properly dispose of automotive waste materials such as used motor oil, oil filters, antifreeze, solvents, hydraulic fluids, and unwanted fuels. Qualified contractors must provide comprehensive waste management services, including supplying necessary containers, completing required documentation, generating waste reports, and ensuring compliance with transportation regulations. The evaluation process will assess proposals across four key criteria: Organizational Structure (20 points), Project Understanding/Approach (25 points), Experience (25 points), and Fee Structure (30 points). Key deadlines include a May 22, 2024 deadline for questions and a June 5, 2024 proposal submission deadline at 2:00 pm through the county's e-Procurement Portal.

The contract opportunity has several notable restrictions and requirements, including mandatory E-Verify compliance and a prohibition on contractors owned or controlled by foreign countries of concern. The proposed contract term is three years with options for two successive one-year renewals, and the first three months will be considered probationary, during which Seminole County may terminate the agreement without cause. Comprehensive insurance requirements include workers' compensation, commercial general liability, automobile liability, excess/umbrella liability, and pollution liability, with Seminole County to be named as an additional insured. While no specific set-aside designations are mentioned, the county will evaluate proposers based on financial statements, scheduling capabilities, and past performance records. Pricing will be structured per gallon for different automotive fluid types, with rates covering containers, packaging, labels, disposal, and transportation charges. The contract emphasizes flexibility in container sizes and comprehensive cost inclusion, with no additional fees or surcharges permitted beyond the proposed pricing structure.

Opportunity text

Seminole County Solid Waste Management Division (SWMD) operates an integrated solid waste management system that includes County owned transfer station and landfill. The two facilities include a household hazardous waste (HHW) at the Central Transfer Station (CTS) and public used oil collection center (PUOCC) at the Osceola Road Landfill (OLF), respectively.

Both the HHW and PUOCC are self-service collection centers for residents of Seminole County and the cities of Maitland and Winter Park to bring a variety of potentially hazardous materials. Automotive waste fluids such as used oil, used oil filters, antifreeze, unwanted gas, and other automotive waste products are dropped off at our self-service facilities at the CTS and OLF on a daily basis.

In addition, Fleet Maintenance, two County Water and Wastewater Treatment plants, the Fleet and Facilities Division, and the Sheriff's Office operate vehicle and/or equipment maintenance facilities that accumulate used oil, oil filters, antifreeze, hydraulic fluids, solvents and unwanted fuels.
