About this opportunity

Seminole County is seeking a contractor for the Collection and Disposal of Automotive Fluids (IFB-604874-24/MHH) through its Solid Waste Management Division. The procurement targets a comprehensive service to collect, transport, and dispose of various automotive waste fluids from multiple county facilities, including the Central Transfer Station, Osceola Road Landfill, Fleet Services Building, Sheriff's Office, and two water treatment plants. The contractor must be authorized by the Florida Department of Environmental Protection to handle used oil, oil filters, antifreeze, solvents, hydraulic fluids, and unwanted fuels for recycling or proper disposal. The bid evaluation will be conducted on a pass/fail basis, with four equally weighted criteria: ability to perform work, character and integrity, quality of previous performance, and reference checks. Key deliverables include accounting for transferred materials, completing required documentation, generating waste reports, and ensuring compliance with environmental regulations. The solicitation was released on July 30, 2024, with questions due by August 19, 2024, and a response deadline of August 28, 2024, at 2:00 pm. The contract will be for an initial three-year term with options to renew for two additional one-year periods.

The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The county will provide existing storage containers, including three 300-gallon igloo tanks for used oil and 55-gallon metal drums for oil filters, which the contractor must manage. The pricing structure allows for different scenarios, including revenue-generating, no-charge, and cost/charge categories for various fluid types and container sizes. The contractor must maintain comprehensive insurance coverage with specific minimum liability limits, including workers' compensation, commercial general liability, automobile liability, excess/umbrella liability, and pollution liability. While no specific budget range is explicitly stated, the pricing document indicates that all rates must include container costs, packaging materials, labels, disposal, and transportation charges, with no additional fees permitted. The contractor must use the U.S. Department of Homeland Security's E-Verify system and comply with all state and federal waste collection and transportation regulations, specifically Chapter 62-710 of the Florida Administrative Code. Annual pricing adjustments may be considered based on the Employment Cost Index or Producer Price Index, with provisions for wage, fuel, and materials cost changes.

Opportunity text

Seminole County Solid Waste Management Division (SWMD) operates an integrated solid waste management system that includes County owned transfer station and landfill. The two facilities include a household hazardous waste (HHW) at the Central Transfer Station (CTS) and public used oil collection center (PUOCC) at the Osceola Road Landfill (OLF), respectively.

Both the HHW and PUOCC are self-service collection centers for residents of Seminole County and the cities of Maitland and Winter Park to bring a variety of potentially hazardous materials. Automotive waste fluids such as used oil, used oil filters, antifreeze, unwanted gas, and other automotive waste products are dropped off at our self-service facilities at the CTS and OLF on a daily basis.

In addition, Fleet Maintenance, two County Water and Wastewater Treatment plants, the Fleet and Facilities Division, and the Sheriff's Office operate vehicle and/or equipment maintenance facilities that accumulate used oil, oil filters, antifreeze, hydraulic fluids, solvents and unwanted fuels.
