About this opportunity

The City of Dallas, through its Dallas Water Utilities Department, is seeking proposals for a collection agency services contract to manage delinquent utility accounts and miscellaneous accounts. The procurement is a sixty-month service contract with two potential one-year renewal options, with the City reserving sole discretion for contract extension. Qualified firms will be responsible for collecting outstanding payments from utility customers, with the primary objective of recovering delinquent balances efficiently and professionally. Key deliverables will include comprehensive collection services, reporting mechanisms, and adherence to specified collection practices. The solicitation requires respondents to demonstrate expertise in utility account collections, financial stability, and robust collection methodologies. The proposal is due on November 7, 2025, with the contract anticipated to commence shortly thereafter. Evaluation criteria are likely to include the firm's historical collection performance, technological capabilities, compliance history, and cost-effectiveness of proposed collection strategies.

The solicitation appears to encourage local business participation, as evidenced by the Team Make-Up and Local Workforce form, which allows vendors to highlight local employment practices and subcontractor diversity. While specific set-aside designations are not explicitly detailed, the City of Dallas procurement documents suggest potential preferences for local businesses and diverse vendors. Insurance requirements are comprehensive, mandating specific coverage levels including Workers' Compensation, Business Automobile Liability, and Commercial General Liability, with minimum aggregate limits of $2,000,000. The contract will require successful bidders to maintain stringent insurance standards and provide detailed documentation of coverage. Although a specific contract value is not disclosed, utility collection contracts of this nature typically range from $100,000 to $500,000 annually, depending on the volume of delinquent accounts and collection complexity. Potential respondents must be prepared to integrate with existing Dallas Water Utilities billing and collection infrastructure and demonstrate technological compatibility with the city's systems.
