About this opportunity
The County of Orange Health Care Agency is soliciting proposals for a Collaborative Courts Full Service Partnership (FSP) Program targeting Seriously Emotionally Disturbed (SED) children and Severely Mentally Ill (SMI) transitional age youth involved with Juvenile Court. The procurement seeks a qualified firm to provide comprehensive, individualized mental health services for at least 160 children/youth and their families across multiple court programs including Recovery Court, GRACE Court, Teen Court, Truancy Court, and Crossover Youth Court. Key objectives include preventing out-of-home placements and supporting youth who have not responded to standard court and social service interventions. Proposal submissions are due by October 8, 2024, at 4:00 PM, with contractor selection contingent upon Board of Supervisors approval. Respondents will be evaluated on multiple criteria including background, qualifications, experience, services, performance objectives, staffing, facility capabilities, and budget, with a total possible score of 900 points in the initial evaluation phase and potential for an additional 100 points through interviews. The contract period is anticipated to run from July 1, 2025, through June 30, 2028, with monthly reimbursements based on actual service costs.
The procurement includes preferences for local small businesses (OCLSB) and disabled veteran business enterprises (DVBE), potentially providing additional opportunities for these designated business types. The contract will be funded through the Mental Health Services Act (Prop 1) and potentially additional federal, state, and county funds, with the Amount Not to Exceed to be determined for each of the three contract periods. Respondents must meet specific qualifications, including maintaining proper licensing, complying with healthcare regulations, and providing insurance coverage. The selected vendor will be required to demonstrate cultural competency, provide comprehensive compliance training, and adhere to quality management program standards. While no specific budget range is explicitly stated in the documents, the CCFSP_BUDGET_PACKAGE.xlsx indicates a comprehensive budgeting approach with provisions for administrative costs, program expenses, staffing allocations, and potential subcontractor involvement. The program emphasizes a consumer-centered approach, with services designed to be individualized and responsive to the unique needs of at-risk youth and their families.
Opportunity text
The County of Orange, Health Care Agency (hereinafter referred to as "County"), is soliciting proposals from qualified firms (hereinafter referred to as "Respondents") for Collaborative Court Full-Service Partnership (FSP) Program Services, in accordance with the Behavioral Health Services Act (Prop 1). This will be a Court focused, consumer-centered program where individualized, consumer driven services will be provided. The Juvenile Court encounters a number of youth who, because of their mental health issues, are unable to take full advantage of the rehabilitative supports provided for them. Some level of family dysfunction is a common factor for these youth. These youth have not responded positively to the normal efforts of the Court. These efforts include supports provided by the Social Services Agency (SSA) or by the Orange County Probation Department (OC Probation). These youth are underserved and are at risk of extended placements outside of the home. The primary goal of this program is to provide Full Service Partnership (FSP) services to Seriously Emotionally Disturbed (SED) children and Severely Mentally Ill (SMI) transitional age youth who are at risk of out-of-home placement. These youth are under the purview of Specialized Dependency Courts and Delinquency Courts of the Orange County Juvenile Court. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
