About this opportunity
Philadelphia International Airport is soliciting quotes for coffee, tea, sugar, and related items as a small order purchase with award as a requirements contract, with quotes due July 15, 2026. The award will go to the lowest responsive and responsible bidder; no delivery or services are authorized until the airport notifies the awardee.
The contract term is twelve months from the date of award, with renewal options at the City's sole discretion for up to three additional one-year periods, for a maximum duration of four years. The maximum annual contract amount is $99,000, adjusted each City fiscal year by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars.
Local Business Enterprise (LBE) bid preferences under Philadelphia Code Chapter 17-109 apply to certified LBEs that submit all required materials. The LBE Program does not apply to small order purchases, but vendors must answer the LBE certification question in the PHLContracts system to proceed.
All quoted prices must be net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Quotes are valid for 60 days from submission. Price increases for renewal periods are capped at 4% annually and must be based on the percent change in the Consumer Price Index (All Items) for All Urban Consumers — Philadelphia as published by the U.S. Department of Labor, with written notice required at least thirty days prior to contract period expiration. Price decreases may be submitted in writing at any time during the contract or renewal periods.
Sellers must comply with Philadelphia business taxes (Business Income and Receipts Tax, Net Profits Tax, and City Wage Tax) and maintain Workers' Compensation, General Liability ($500,000 per occurrence), and Automobile Liability ($300,000 per occurrence) insurance, with the City named as additional insured. Delivery is FOB Destination Point. All quotes must be submitted electronically through PHLContracts with an executed Consent and Authorization Agreement prior to bid closing.
