About this file

This is a seller checklist for small order purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The document provides step-by-step guidance for vendors submitting quotes on small purchase opportunities. Vendors must complete multiple tabs within the system, including entering unit costs for listed items, answering mandatory questions, and accepting terms and conditions. The checklist requires vendors to maintain the Seller role in their user account and ensure all validation messages are resolved before submission. No specific project details, quantities, response dates, or contract terms are outlined in this checklist, as it serves as a procedural guide rather than a specific solicitation.

The checklist emphasizes documentation requirements, including the mandatory submission of an executed Consent & Authorization form in the vendor profile, which must be completed before any quote can be considered. While the Local Business Entity (LBE) Program does not apply to small order purchases, vendors must still answer the LBE certification question to proceed. The document notes that an optional LGBTQ Applicant Opportunity Data Form is available for submission. All supporting documents and attachments related to the quote must be uploaded through the Attachments Tab, and vendors are instructed to review their complete quote on the Summary Tab before final submission through www.PHLContracts.phila.gov.
