About this opportunity

The City of Eugene, Oregon Facility Management Division is requesting sealed bids for installation of protective chain link fencing on the 5th floor of the Overpark Garage at 99 East 10th Avenue under ITB 20272018, with bids due October 27, 2026 at 2:00 p.m. via the OregonBuys online portal. A mandatory pre-bid conference was held October 13, 2026 at the garage top level.

The scope encompasses 1-inch-by-1-inch 9-gauge chain link fencing mounted above existing concrete panels, with 3-inch terminal posts, 2.5-inch line posts, and 1.5-inch top, bottom, and brace rails. All exterior fasteners and connectors must be stainless steel or ASTM A153 Class C hot-dipped galvanized. The work must conform to the Oregon Specialty Code (latest adopted) and ASCE 7-22 standards with a design wind speed of 110 mph and Seismic Design Category D. The contractor must field-verify all dimensions, scan for existing reinforcing steel to avoid severing it, and notify the structural engineer of record (Woodchuck Engineering) of any discrepancies. Access requirements mandate that one traffic lane, one entry lane, one exit lane, and the ADA ramp remain operational at all times; bus lane closures are permitted only after 6:30 p.m. Monday-Friday or on weekends. The contractor must provide 14 days' advance notice for any access closures and a full-time on-site superintendent throughout the project duration.

The contract is subject to Oregon prevailing wage requirements (ORS 279C.800-279C.870). The successful contractor must be registered with the Oregon Construction Contractors Board, provide proof that all subcontractors are registered or exempt, and demonstrate compliance with employee drug testing programs. First-tier subcontractors with contract values of five percent or more of the total bid (minimum $15,000) must be disclosed no later than two hours after bid opening. Bidders must submit bid security equal to ten percent of the base bid plus any additive alternates. Performance and labor/material payment bonds equal to 100 percent of the contract sum are required before work begins. A 5 percent retainage provision applies, with payment within 30 days of invoice or 15 days after project manager approval, whichever is earlier.
