About this opportunity

The City of Akron, Ohio (Summit County) is procuring replacement compressed natural gas (CNG) fueling dispensers and associated infrastructure for METRO's CNG fueling station. This procurement involves the removal of aging dispensers that have exceeded their 12-year useful life and the installation of four (4) Twin High Hose Standalone CNG dispensers with dispenser pits. The project is classified as a new procurement with a posted date of May 14, 2026, and a bid due date of June 25, 2026. The primary objectives are to replace deteriorating fueling infrastructure that has created operational delays and inefficiencies, restore mission-critical and safety-critical fueling capabilities essential to METRO's fleet operations, and improve overall fueling reliability and efficiency. Required deliverables include equipment supply, commissioning services, site preparation coordination, utility activation, civil and mechanical installation, electrical construction, new conduit and tubing installation, wiring, engineering, programming, permitting, project management, and equipment testing and operational validation. Qualified vendors must be capable of supplying CNG dispensers certified to NFPA 52, ANSI/IAS NGV 4.1 CSA 12.5, and NFPA 70 Article 500 standards, and possess experience in CNG fueling infrastructure installation and commissioning. The procurement evaluation will consider cost reasonableness through preestablished pricing resulting from competition, comparable agency purchases, or independent cost estimates.

The solicitation documents do not explicitly detail set-aside designations or restrictions limiting responses to specific enterprise types, though the procurement references comparable purchases by other agencies and independent third-party estimates as pricing justification methods. Incumbent vendors identified in the supporting documentation include ANGI Energy Systems, LLC (which provided a proposal for Series II ANGI Fleet Dispensers to PARTA in Kent, Ohio) and Trillium Energy (which submitted a capital equipment quote to MRTA in Akron for similar Twin High Hose Standalone TGT dispensers). The existing METRO CNG fueling station infrastructure requires integration with new dispensers, necessitating coordination with current utility gas systems and compatibility with site-specific civil work and utility connections. Award values and budget ranges are indicated in the Independent Cost Estimate forms, with preestablished pricing from competition documented at $550,000, while comparable vendor quotes from Trillium Energy for similar work in Akron totaled $516,615.50 and ANGI Energy Systems proposals for two Series II dispensers totaled approximately $141,408.00 including commissioning and freight.

Opportunity text

This project will replace the aging CNG fueling dispensers and install four (4) Twin High Hose Standalone CNG dispensers and dispenser pits at METRO's CNG fueling station. Downtime and fueling efficiencies with the current dispensers continue to deteriorate, resulting in delays, costs and complexity. The original dispensers have a useful life of 12-years per our Transit Asset Management plan. At the time of the procurement the dispensers will have exceeded their useful life. Reliable fueling systems are both mission and safety critical to METRO's operation.
