About this opportunity
Colorado Northwestern Community College (CNCC) is requesting qualifications for architectural and engineering services to design the renovation of Holland West, a 9,242-square-foot residential dormitory constructed in 1962, with qualifications due September 17, 2026 at 1:00 PM MST via BidNet Direct and a mandatory pre-submittal conference and site tour held September 8, 2026. Colorado labor must comprise at least 80% of work performed per C.R.S. 8-17-101, and the project is subject to Buy Clean Colorado Act requirements (C.R.S. 24-92-117) mandating Environmental Product Declarations for eligible materials with maximum acceptable global warming potential limits.
Minimum qualifications require firms to have no prior State terminations, operate under the same business name for two years, demonstrate design experience on at least two projects exceeding $1 million in hard costs, and attend the mandatory pre-submittal conference. The scope includes assessing existing building conditions, developing space utilization options, and creating renovation strategies aligned with institutional goals and available funding. Known equipment issues requiring attention are roof replacement and swamp cooler replacement. The project is structured in two phases: Phase 1 involves an early findings assessment with conceptual images for presentation to Rio Blanco County in November 2026 and to a higher managing entity in December 2026; Phase 2 consists of full design and construction documents ready for market. Vendors should price using traditional methodology with conceptual renderings as the only additional deliverable if not part of the vendor's standard process.
The estimated project cost is $1.5 million. A Design/Bid/Build delivery method is anticipated. Evaluation criteria include project team qualifications, firm and team capabilities, prior experience, project approach, equity/diversity/inclusion initiatives, and work location proximity. The short list of selected firms will be announced September 17, 2026, with oral interviews anticipated for the week of October 5, 2026. Selection is anticipated for the week of October 12, 2026, with anticipated design start the same week. Contract negotiation will follow selection. Addendum 1 extended the original qualifications submission deadline to September 17, 2026 at 10:00 AM MST and confirmed that LLC entity-type changes are acceptable as long as there are no changes to majority ownership structure, tax identification number, or management organization.
