About this file
This is Addendum #1 to a Request for Qualifications issued by Colorado Northwestern Community College (CNCC) for the Holland West Remodel project (FY27-003), dated September 9, 2026. The project seeks a design firm to provide planning and design services for the remodel and renovation of the Holland West facility, with the primary goal of improving operational conditions and maximizing space utilization. CNCC is requesting recommendations from the selected vendor regarding prioritization of upgrades including fire suppression, life safety, and ADA compliance. The college indicated that updated floor plans and site-level surveys will be provided by CNCC or the selected vendor, and current electronic versions were attached to the addendum. The original qualifications submission deadline was extended to Thursday, September 17, 2026, at 10:00 AM MST to allow adequate time for vendors to source requested information.
The project is structured in two phases: Phase 1 involves an early findings assessment with a general direction for the design and conceptual images, with presentation to Rio Blanco County expected in November 2026 and to a higher managing entity in December 2026; Phase 2 consists of full design and construction documents ready for market. Vendors should price the project using traditional methodology as if Phase 1 conceptual renderings were not required, with the exception that conceptual renderings will be the only additional deliverable if not part of the vendor's standard process. CNCC identified roof replacement and swamp cooler replacement as known equipment issues requiring attention. Regarding vendor qualifications, CNCC confirmed that changes to LLC entity type are acceptable as long as there are no changes to majority ownership structure, tax identification number, or management organization, and indicated willingness to assist with Colorado VSS account updates if necessary.

CNCC FY27-003
Holland West Remodel Addendum #1- Bid Questions and Answers
Q1. Can you prioritize upgrades? I.E. Fire suppression, life safety, ADA upgrades etc.? This would help determine future phased work.
A. The initial goal is to get the building in a condition to either improve the current operational conditions or to better maximize the space utilization. We are looking for a trusted advisor in design firm and will lean on your recommendations heavily for the remodel/renovation prioritization.
Q2. Please identify any current faulty equipment or failure points. This may include, but is not limited to structural, plumping, electrical, or mechanical components.
A. To our best knowledge, the only faulty equipment or components would be the identified roof replacement needed (to be addressed in this RFQ) and swamp cooler (replacement is already sourced and in route for installation).
Q3. Can you provide any current PDF or existing AutoCAD drawings?
A. Updated floor plans and site level surveys are items that CNCC is looking to address; whether with the selected vendor or separately if needed. The current electronic versions that we have on file will be attached to this addendum posting. A dated Master Plan is included in case there is information that can assist with clarifying outstanding items. If you are needing more information to be able to present pricing (if shortlisted), please explicitly state that and we will do all we can to provide that information. If we find hard copy blueprints, wide-format documents, drw files, ect. we will post a following addendum.
Q4. My Colorado VSS account hasn’t updated to reflect a change in the type of LLC our A. If there is a concern on the change in the type of entity: as long as no change in majority ownership structure, tax identification number, or management organization then we don’t see an issue. If there is a Colorado VSS site operation concern: CNCC should be able to provide assistance with the selected vendor.
Q5. Any leeway on the qualifications deadline?
A. Due to the limited information available and time needed to source requested items, we will be extending the submission deadline to Thursday, September 17th, 2026 at 10:00 AM MST.

Q6. Please clarify the “Phase 1 and Phase 2” deliverables and how pricing plays into the submission process for those two phases.
A. The “Phase 1 and Phase 2” deliverables discussed in the meeting were only for the sake of properly setting expectations on a fast start to the design process. There isn’t a formal request for two separate components to the process. CNCC was hoping to be able to present a plan-of-action for the Holland West facility that discusses our selected vendor, the initial early findings, a general direction on where we’d like to go with the design of the remodel, and conceptual images of said design. That would be “Phase 1” with a timeline of mid-to-late October 2026. This would be presented to Rio Blanco County in November ‘26 and a higher managing entity in December ‘26.
The “Phase 2” is the design portion with full construction documents needed to take to market.
Please price like you would traditionally like you would before the Phase 1 portion was discussed. If you do not normally provide a conceptual rendering before you begin the design documents are presented, that would be the only additional ask.
