About this opportunity

The Illinois Department of Central Management Services (CMS) is requesting information on 23,803 rentable square feet of general office space in Cook County, Chicago, with responses due June 22, 2026 under RFI L6930. Respondents must either maintain active and unexpired registration in the Illinois Procurement Gateway (IPG) with a current State of Illinois Vendor Registration Number or submit a completed Vendor Disclosure form; failure to provide the required disclosure documentation renders the submission non-responsive and results in disqualification.

The space will house the Illinois Department of Employment and Community Services (IDEC) and must accommodate 134 personnel across 134 office positions (2 executive offices, 7 medium offices, 20 standard offices, 10 small offices, 30 medium cubicles, 25 standard cubicles, and 40 open bench workstations) plus 5,425 square feet of common space (conference rooms, break rooms, reception, storage), 3,091 square feet of specialty space (file rooms, wiring closets, copy/mail, computer rooms, restrooms, janitorial), and 3,967 square feet of flex space for mechanical, electrical, plumbing, and circulation. The space must be located within defined geographic boundaries in Cook County per Exhibit A. Occupiable tenant space should be contiguous and above grade level, though multiple floors or non-contiguous spaces are acceptable if operationally viable. All data wiring must meet Department of Innovation and Technology requirements with Category 6 or better cabling per IEEE and TIA-569 standards. The site must provide a minimum of 10 parking spaces contiguous with the building or nearby, with at least 2 ADA-accessible spaces.

The initial lease term is five years with an optional five-year renewal for a maximum ten-year total. All improvements must be completed at least two weeks before lease commencement and are subject to prevailing wage requirements and full compliance with the Illinois Architecture Practice Act, applicable building codes, and the Illinois Accessibility Code. Responses must remain firm for 180 days from opening; counteroffers remain firm for an additional 180 days. The lease is subject to a mandatory 30-day Illinois Procurement Policy Board review before execution. Respondents must demonstrate site control through deed, title policy, trust agreement, or binding purchase agreement and submit detailed cost breakdowns separating permanent and temporary tenant improvement costs with both total and per-rentable-square-foot rates. The State reserves the right to negotiate with all qualified respondents before selection and will not pay more than its proportionate share of temporary improvements.
