About this file
This is an Exhibit B Tenant Space Configuration document for the Illinois Department of Central Management Services (CMS) outlining detailed space requirements for the Illinois Department of Employment and Community Services (IDEC) in Chicago, Cook County. The document specifies that CMS seeks 23,803 square feet of general office space (RFI L6930) to accommodate IDEC operations. The space configuration requires 134 total personnel positions distributed across various office types, including 2 executive offices, 7 medium offices, 20 standard offices, 10 small offices, 30 medium cubicles, 25 standard cubicles, and 40 open bench workstations. Additionally, the tenant space must include 5,425 square feet of common office space encompassing conference rooms, break rooms, reception areas, and storage facilities; 3,091 square feet of specialty spaces including file rooms, wiring closets, copy/mail rooms, computer rooms, restrooms, and janitorial areas; and 3,967 square feet of flex space for mechanical, electrical, plumbing, data closets, and circulation. The document was prepared by Space Planner D. Hernandez on May 11, 2026, and establishes minimum standards for initial tenant build-out based on the Using Agency's operational needs.
All occupiable tenant space is preferably to be located within a contiguous area above grade level, though the State may consider multiple floors or non-contiguous spaces if they meet operational requirements. The space must comply with CMS Building Program Standards regarding exterior needs, performance standards, and material quality. Responses should include a minimum of 10 parking spaces contiguous with the building or in nearby lots, with at least 2 ADA-accessible spaces on an accessible route to the main entrance. All data wiring must meet Department of Innovation and Technology (DoIT) requirements with Category 6 or better cabling installed per IEEE and manufacturer specifications, with racks conforming to TIA-569 standards. The office percentage totals 29 percent, falling within the benchmark range of 20-32 percent. The document emphasizes that all work defined and reasonably implied by the programmatic information shall be incorporated into proposals for initial tenant build-out, and evaluation of responses will be made solely at the State's discretion.

All responses shall incorporate the standard defined below. Unless otherwise specifically noted herein, the [State and the] Using Agency prefers all occupiable tenant space be located within a contiguous space and above grade level, however [the State] the Using Agency may, in its sole discretion, may consider multiple floors or non-contiguous space(s) included in an offer if it is determined that the offer meets the client agency’s operational needs. https://cms.illinois.gov/content/dam/soi/en/web/cms/agency/property/leasing/documents/buildingprogramstandards-after7-21.pdf
In the event a response is submitted for consideration of property where these Tenant Space Configurations may be reasonably met without complete demolition and re-construction of the space, but may require some interior upgrades and alterations, the Tenant Space Configurations shall represent performance and spatial guidelines. Evaluation of such response will require a review of the site and concurrence by the state on the extent to which the property reasonably meets the performance and spatial guidelines or will meet the guidelines based upon proposed improvements detailed in the response. Unless specific exceptions to the performance and spatial guidelines are acceptable to the state as may be offered, this Tenant Space Configuration document will serve as the definitive improvement exhibit to the lease without regard to the scope of work required to deliver the space in accordance with all standards and requests noted herein. Determinations of meeting the performance and spatial guidelines set forth herein shall be made solely at the state's discretion to favor the interest of the state.
All responses shall also provide a minimum of 10 parking spaces, contiguous with the building or a parking structure or surface lot(s) in close proximity to the proposed property, including 2 ADA-accessible spaces on an accessible route to the main building entrance. Except for reasonable accomodation, parking provided is for Using Agency clients and state-owned vehicles only.
The parking lot(s) designated for the proposed building must be completely paved by asphaltic cement, concrete or approved equal, and shall be lighted and striped. Paving is to be done in a manner that will provide efficient drainage. Lighting shall provide at least minimum illumination of the parking area, building access routes and entrances.
Data wiring and racks shall be installed in accordance with the Department of Innovation and Technology (DoIT) requirements. Rack placement shall confirm to TIA-569 standard. Rack clearances shall be 7" minimum from walls at sides, rear clearance shall be minimum of 24" from walls (36" clearance preferred), front clearance shall be 36" minimum (48" clearance preferred). All data wiring is to be of Category 6 or better cabling and installed within IEEE and manufacturer specifications. All connections are to be terminated in numerical sequence starting with "1". No gaps in numbering shall be allowed. For each wiring closet, all jacks shall be numbered consecutively with no breaks in numbering and labeled on. There shall never be more than one connection terminated in a wiring closet with the same number. Enough service loop shall be available to move panels anywhere within a rack.
