About this opportunity

The Texas Facilities Commission is requesting qualifications for a Construction Manager-at-Risk (CMR) to manage the Beacon Park Project in Midland, Texas, under a two-step RFQ (No. 0008714), with Step One qualifications and HUB Subcontracting Plan due August 11, 2026 at 3:00 PM and mandatory pre-submittal teleconferences on July 28 and July 29. A HUB Subcontracting Plan demonstrating good faith effort toward Veteran Heroes United in Business (VetHUB) certified subcontractors is mandatory and will become a contract provision; failure to attend at least one mandatory pre-submittal teleconference results in disqualification.

Beacon Park is a 60-acre mixed-use public park within a health and education district in the Permian Basin, encompassing restoration of two playas, multi-use hiking and bike trails, habitat restoration, native planting, shade structures, overlooks, gathering lawns, seating areas, wayfinding, bridges, and boardwalks. The CMR scope spans preconstruction and construction phases: preconstruction includes design milestone reviews, cost estimating at each design phase, scheduling, site investigations, constructability reviews, and guaranteed maximum price (GMP) development; construction encompasses all labor, materials, equipment, and services to achieve Substantial Completion and Final Completion within a baseline 425-calendar-day construction contract period, with preconstruction approximately 180 calendar days. The CMR must establish an on-site organization with approved full-time project manager and superintendents, comply with prevailing wage requirements under Texas Government Code Chapter 2258, maintain specified insurance (Workers' Compensation minimum $1,000,000 per occurrence; Commercial General Liability minimum $1,000,000 per occurrence / $2,000,000 general aggregate; Comprehensive Automobile Liability $1,000,000; Builder's Risk 100 percent of Contract Sum), and provide performance and payment bonds. All iron and steel must be produced, manufactured, and fabricated in the United States.

The estimated construction budget is $35 million. Step One requires submission of company experience and qualifications; the five highest-ranked respondents will be shortlisted by August 21, interviewed September 8, and invited to an optional site visit September 10. Step Two pricing is due September 17. Award is anticipated October 15, with contract execution November 2. A $25,000 bid bond is required with Step One. The project is administered by TFC with support from Broaddus & Associates (Project Management Firm) and Teneyck Landscape Architects Inc.
