About this opportunity
The Texas A&M University System Office of Facilities Planning & Construction is soliciting proposals for a Construction Manager at Risk (CMAR) selection on the Ballistic Aero-Optics and Materials Range Phase 2 project at RELLIS Campus in Bryan, Texas, with proposals due September 3, 2026 at 2:00 p.m. Central Time via eBuilder platform. A State of Texas Subcontracting Plan is required.
The project expands an existing ballistics and hypersonic testing facility completed in 2024. The Phase 2 work extends aero-optics capability beyond 1,000 meters and hypersonic capability beyond 500 meters, and nearly doubles the recovery tube from 305 meters to approximately 610 meters. Scope includes a new Tail Building at the south end to house the relocated Laser Firing Tank and final deceleration tube sections, plus at least two additional test buildings aligned with test sections constructed from standardized 14.6-meter range tube components spaced approximately 300 feet apart.
The selected CMAR firm will provide pre-construction services including constructability guidance, cost estimates, and construction schedules, followed by submission of a Guaranteed Maximum Price proposal and complete construction execution. The Planning Amount for the project is $70.605 million, with $17.129803 million allocated to the Amount Available for Construction Contract; the remaining balance covers fees, furnishings, other work, miscellaneous expenses, and contingencies.
The Owner will rank respondents on best value using published selection criteria, with interviews of CMAR firms at the Owner's option. All RFP package documents and responses must be accessed and submitted within eBuilder. Inquiries should be directed to Jeff Herring, Texas A&M University System Office of Facilities Planning & Construction, at (979) 458-7006 or jeffery.herring@tamus.edu. No late submissions will be accepted. All addenda are posted on eBuilder, not the ESBD posting.
