About this file
This is an RFP Information Sheet for a Construction Manager at Risk (CMAR) selection process issued by The Texas A&M University System Office of Facilities Planning & Construction on behalf of the Board of Regents for the Ballistic Aero-Optics and Materials Range Phase 2 project located at the RELLIS Campus in Bryan, Texas. The project represents an expansion of a ballistics and hypersonic testing facility completed in 2024, designed to extend aero-optics capability beyond 1,000 meters and hypersonic capability beyond 500 meters with a doubled recovery tube extending from 305 meters to approximately 610 meters. The expansion will include a new Tail Building at the south end to house the relocated Laser Firing Tank and final deceleration tube sections, along with at least two additional test buildings aligned with test sections constructed from standardized 14.6-meter range tube components spaced approximately 300 feet apart. The selected CMAR firm will provide pre-construction services including constructability guidance, cost estimates, and construction schedules, followed by a Guaranteed Maximum Price proposal and complete construction services. Proposals must be submitted via eBuilder platform by 2:00 p.m. Central Time on Thursday, September 3, 2026, with all addendums posted on the eBuilder site rather than the ESBD posting.
The Planning Amount for the project is $70,605,000, which includes an Amount Available for Construction Contract of $17,129,803, with the remaining balance allocated to fees, furnishings, other work, miscellaneous expenses, and contingencies. The Owner will rank respondents based on best value according to published selection criteria, with interviews of CMAR firms to follow at the Owner's option. A State of Texas Subcontracting Plan is required, with guidance and tutorial resources provided to respondents. All RFP package documents must be accessed and responded to within eBuilder using the designated link provided, and inquiries regarding the RFP should be directed to Jeff Herring at The Texas A&M University System Office of Facilities Planning & Construction by telephone at (979) 458-7006 or by email at jeffery.herring@tamus.edu. No late submissions will be accepted, and it remains the responsibility of respondents to ensure timely upload prior to the deadline.

The Texas A&M University System RFP-01-3489 - CMAR Request for Proposals
Ballistic Aero-Optics and Materials Range Phase 2 The Texas A&M System RELLIS Campus - Bryan, Texas
The Texas A&M University System Office of Facilities Planning & Construction (FP&C) on behalf of the Board of Regents of The Texas A&M University System (Owner), is accepting proposals for the selection process to enter into a contract with a Construction Manager at Risk (CMAR) firm to provide pre-construction services such as constructability guidance, cost estimates, and construction schedules; provide a Guaranteed Maximum Price (GMP); and perform complete construction services consistent with the CMAR construction delivery process as utilized by The Texas A&M University System for the Ballistic Aero-Optics and Materials Range Phase 2 project (#01-3489) located at the RELLIS Campus in Bryan, Texas.
This project is an expansion of the Ballistic Aero-Optics and Materials Range that was completed in 2024 on the RELLIS campus.
This facility provides the ability to test the following:
1) Ballistics Testing of Projectiles (Prototype-Test Articles) and Materials
2) Hypersonic Testing of Projectiles (currently 240m controlled/guided flight + 305m of deceleration tube, as measured from the end of the two-stage light-gas gun barrel at north end of the range to the end of guided rail system mid-range)
3) Aero-optics Testing (currently over 400m, measured from origin at south end of the range to target area at north end of the range)
To achieve more capability, it is desired for the range to extend its aero-optics capability beyond 1000m (1km) and its hypersonic capability beyond 500m with a recovery (deceleration) tube doubled from its current length of 305m to approximately 610m.
With the expansion of the range from its current configuration, a new "Tail Building" will be required at the south end of the expanded range. This building will house the relocated Laser Firing Tank as well as house the final sections of the recovery/deceleration tube. The current Tail Building will remain, serving as a storage and test building mid-range. Designed with standardized component lengths that include 14.6m long range tube sections with expansion and test sections spaced roughly 300' apart, the new expanded range will include at least two additional test buildings (aligned with test sections).
The Planning Amount for the project is $ 70,605,000, which includes an Amount Available for Construction Contract (AACC) of $17,129,803. Fees, furnishings, other work, miscellaneous expenses, and contingencies make up the balance of the Planning Amount.
This RFP is the process for selecting a CMAR firm for the project as provided by Texas Education Code 51.782(e). The RFP provides the information necessary to prepare and submit Proposals including fee proposals and general conditions prices. The Owner will rank the Respondents in the order that they provide the “best value” for the Owner based on the published selection criteria and on the ranking evaluations. Interviews of CMAR firms may follow at the Owner’s option.
