About this opportunity

The City of Clovis, located in New Mexico's Colfax County, is soliciting bids for the Clovis Regional Airport Fuel Farm Rehabilitation and Upgrade project through Invitation to Bid (ITB) 24-0411-09. The procurement requires a contractor to replace the existing 2-inch fuel pipelines with 3-inch stainless steel pipes and install a new pumping system for jet fuel and avgas delivery. Key deliverables include constructing a pumping infrastructure that enables fuel delivery from trucks into storage tanks through a filtration system, while maintaining existing submersible pumps, anti-siphon valves, and floating suction arms. The project mandates compliance with the 2015 International Fire Code, NFPA 407, NFPA 30, NEC, and state and local municipal building and fire codes. The bid is scheduled to close on June 4th, 2024, at 10:00 A.M. Mountain Time, with a recommended pre-bid conference at the Clovis Regional Airport on May 28th, 2024, at 1:00 P.M. Bidders must submit a 5% bid bond at bid opening and provide comprehensive general liability insurance of $500,000 per occurrence and $1,000,000 aggregate.

The contract does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must possess a current City of Clovis business registration and be prepared to provide a 100% performance bond upon Notice of Intent to Award. The total estimated project cost is $180,000, with no federal funds involved. The contract period is set for 180 calendar days from the Notice to Proceed, and the City reserves the right to terminate the contract early or re-bid without justification. The project requires a minimum flow rate of 100 gallons per minute and includes specific technical specifications such as stainless steel threaded piping, a water defense system compliant with NFPA 407, and installation of relaxation chambers on the pumping system. While no incumbent vendors are mentioned, the project involves upgrading existing airport fuel farm infrastructure by integrating new piping and pumping systems with current storage tanks and dispensing equipment.
