About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for blank clothing items to support the Central Rehab Workshop at Wichita Falls State Hospital under IFB HHS0017780, with bids due August 11, 2026 at 10:30 a.m. Central Time, and questions due August 3, 2026.
The scope includes undecorated t-shirts, long-sleeve shirts, hoodies, polos, jerseys, bodysuits, aprons, jackets, sweatshirts, and hats across multiple brands (including Augusta Sportswear, Jerzees, and Gildan) in various sizes and color options. The procurement is structured on an as-needed basis with no minimum order quantity, though average orders are anticipated to be at least 20 garments per order. Bidders must submit pricing for each garment style and size combination with shipping costs prorated into the unit price and must bid a minimum of 100 percent of specified items or face disqualification. All deliveries are firm and fixed and must be made to a single location at 6515 Kemp Boulevard, Wichita Falls, Texas 76308 during specified windows: 8:00 a.m. to 11:30 a.m. and 1:00 p.m. to 4:00 p.m. Vendors are responsible for all delivery costs, carton and pallet labeling, proper packaging, and compliance verification. All rejected or non-compliant products must be returned at vendor expense plus storage, handling, and pickup costs.
The historical monetary value for similar goods during FY 2025 ranged from $80,000 to $150,000, provided as a guideline only with no guarantee of volume or compensation. The contract runs from September 1, 2026 through August 31, 2027, with one optional one-year extension available at HHSC's discretion. Pricing must remain firm and fixed for the contract life, though annual price adjustments may be permitted using the Consumer Price Index formula or based on federal minimum wage increases, subject to HHSC approval and supporting documentation.
Bidders must submit completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet); failure to submit either results in disqualification. Responses may be submitted via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive to the PCS office at 1100 W. 49th Street, Austin, Texas. HHSC reserves the right to make single or multiple awards based on best value to the State, considering bidder qualifications, performance capabilities, and pricing. The contract is subject to appropriations and availability of funds.
