About this opportunity

Events DC is requesting quotations for closed captioning services under RFQ Bid #25-S-067, with quotations due September 23, 2026—a deadline that has passed as of the summary date.

For contracts exceeding $250,000, contractors must award at least 35% of the contract value to certified Small Business Enterprises or Certified Business Enterprises. For contracts exceeding $300,000, the First Source Employment Act applies, requiring that 51% of hired personnel be District of Columbia residents.

The scope comprises remote and onsite closed captioning services for Events DC events and functions. The pricing form specifies labor categories for both remote and onsite captioning work across a base term with four option years. Bidders must submit fully-loaded, fixed hourly rates that encompass all fringe benefits, overhead, general and administrative costs, and profit. Pricing is valid for ninety calendar days from submission and must be submitted on a FOB Destination basis. Events DC is exempt from federal excise tax, District of Columbia sales and use tax, and Maryland sales tax; all quoted prices must exclude taxes.

All principals submitting bids must complete a signed disclosure statement disclosing any past or present business, familial, or personal relationships with Events DC Board of Directors members and key staff. Offerors must submit an Equal Employment Opportunity Policy Statement, certify independent price determination, and obtain a Tax Certificate of Good Standing from the District of Columbia Office of Tax and Revenue. Contractors must maintain commercial general liability insurance of at least $1 million per occurrence, umbrella liability of $5 million, workers' compensation at statutory limits, and cyber liability of $1 million per claim. A one-year warranty period applies following acceptance of work. No subcontracting is permitted without prior written consent from Events DC. Payment is made within thirty days of receiving proper invoices. Disputes are resolved through the District of Columbia Contract Appeals Board.
