About this opportunity
The State of Michigan Department of Technology, Management & Budget (DTMB), in partnership with the Department of Natural Resources (DNR), is soliciting professional design services proposals for the Clinton River Cut-Off Boat Access Site (BAS) Study in Harrison Township, Macomb County. This Request for Proposals seeks a licensed Michigan professional to conduct a phased engagement encompassing a Study phase (Phase 100), Program Analysis (Phase 200), and Schematic Design (Phase 300) to address heavy sedimentation accumulation and ramp blockage at an existing boat launch facility located at 36110 Jefferson Avenue. The consultant must investigate the causes of sedimentation, develop mitigation solutions, evaluate the feasibility of relocating boat access to a neighboring inactive launch area, assess breakwall solutions with consideration of adjacent property impacts, and deliver conceptual layouts with cost estimates for all proposed alternatives. Deliverables include depth soundings analysis, aerial survey documentation, and a comprehensive final report incorporating minimum five project meetings, with two potentially conducted virtually, completed within 150 calendar days of contract award. The selection methodology weights the technical proposal at eighty percent and cost proposal at twenty percent, with contract recommendations expected within thirty days following the November 9, 2017, 2:00 p.m. proposal deadline. A mandatory pre-proposal meeting and site walkthrough is scheduled for October 17, 2017, at 1:30 p.m. at the project site, and all questions must be submitted by that walkthrough date. The consultant must be licensed to practice in Michigan and demonstrate experience with similar projects, and all proposals must be submitted in four hard copies and two electronic PDF copies to DTMB's Design and Construction Division, Attention: Anne Watros.
The contract carries a combined total project compensation of $44,999.64 for all phases structured as lump sum fees by phase, with reimbursable expenses for printing, reproduction, soil borings, site surveys, and laboratory testing authorized separately with a maximum consultant markup of five percent on both fees and reimbursable expenses; travel expenses beyond 100 miles one-way from the consultant's office are reimbursable at State of Michigan rates. No set-aside designations for disadvantaged enterprises or restrictions on organizational type are identified in the procurement documentation. Bidders must submit certifications confirming Michigan business status and responsibility criteria, including representations regarding criminal convictions, tax compliance, and suspension or debarment history. The project must comply with applicable federal regulations administered by the EPA, OSHA, and DOT, as well as state regulations from the Department of Community Health, Department of Environmental Quality, DNR, and Michigan Occupational Safety and Health Administration. No incumbent vendor information or existing contractual relationships are referenced in the solicitation documents. Supporting technical documentation includes bathymetric survey data from three transects with depth measurements and cross-sectional mapping data to establish baseline conditions for the sedimentation study and site characterization.
