About this opportunity
The Colorado Energy Office is seeking a qualified respondent via Documented Quote (DQ) for expert technical assistance in climate policy modeling, with quote submissions due June 23, 2026 at 5:00 p.m. Mountain Time and estimated award notification June 26, 2026.
The scope encompasses three primary tasks: emission reduction modeling using the Energy Policy Simulator to quantify greenhouse gas emissions reductions from state-level policy actions; policy action research including lessons learned from other jurisdictions; and administrative deliverables including monthly reporting and bi-weekly progress meetings. All deliverables must comply with Colorado accessibility requirements (WCAG 2.1 Level AA) and AI governance policies, and respondents must disclose any use of artificial intelligence tools.
Minimum qualifications require demonstrated 10 years of relevant experience using existing models to measure greenhouse gas emissions in Colorado and knowledge in analyzing climate policies and their implementation. Highly desired qualifications include experience with the Energy Policy Simulator.
The maximum contract value is $150,000 as a firm-fixed-rate engagement, with price as the primary evaluation consideration. The anticipated contract term runs from the Purchase Order effective date (desired start July 15, 2026) through November 20, 2027, with potential State discretion to extend beyond this date.
Quotes are limited to 10 pages (excluding resumes and supporting documents) and must be submitted via email to Tara Larwick at tara.larwick@state.co.us. Required submission elements include an executive summary, accessibility compliance statement with completed Appendix C checklist, documentation of minimum and highly desired qualifications, a work plan (maximum 5 pages) with timeline and roles, and a detailed budget narrative with hourly labor rates by team member and material costs. Respondents must also complete and submit the Vendor Disclosure Statement (Appendix B) confirming whether services will be performed outside the United States or Colorado.
Written inquiries were due June 16, 2026. Amendment 1 (Vendor Questions and Answers) has been posted. The State reserves the right to negotiate, cancel the solicitation, or reject any or all quotes without penalty.
