About this opportunity

The State of Colorado, Colorado Energy Office, is seeking a qualified respondent for climate policy modeling services via Documented Quote (DQ) EFAA 26-511, with quotes due June 23, 2026 by 5:00 p.m. Mountain Time. Written inquiries are due June 16, 2026 by 12:00 p.m. Mountain Time.

The scope encompasses three primary tasks: emission reduction modeling using the Colorado Energy Policy Simulator to quantify greenhouse gas emissions reductions from state-level policy actions; policy action research documenting implementation lessons from other jurisdictions; and administrative functions including monthly reporting and bi-weekly progress meetings. All deliverables must comply with WCAG 2.1 Level AA digital accessibility standards.

Respondents must demonstrate a minimum of 10 years of relevant experience in Colorado using existing models to measure greenhouse gas emissions and analyzing climate policy implementation. Experience with the Energy Policy Simulator is a highly desired qualification. Quotes must not exceed ten pages (excluding resumes and supporting documents) and should detail the work plan, team roles, budget narrative with hourly rates by labor category, and materials costs.

The total budget is $150,000, which respondents may not exceed; cost is the primary evaluation consideration. The contract is firm-fixed-rate with payment contingent upon timely invoice submission and satisfactory deliverable completion. The anticipated Purchase Order start date is July 15, 2026, with the contract term ending no later than November 20, 2027, subject to possible state extensions.

The State requires disclosure of any conflicts of interest and submission of insurance certificates prior to contract execution. Respondents must comply with Colorado's AI governance policies, including written disclosure of AI tool usage in deliverables, fact-checking of AI-generated content, and prohibition against inputting confidential state data or non-public information into public or consumer-grade AI systems. The State of Colorado Vendor Disclosure Statement applies: vendors must disclose whether services will be performed outside the United States or Colorado and provide justification if applicable.

Award notification is anticipated for June 26, 2026.
