About this opportunity

Clearfield City, Utah is requesting proposals for a Civic & Town Center Vision and Implementation Plan focused on the Clearfield Town Square site and surrounding civic core, with proposals due July 8, 2026 at 5:00 p.m. and questions due June 24, 2026.

The scope centers on the approximately 10-acre Clearfield Town Square site and surrounding civic properties. Deliverables include a comprehensive vision and implementation plan with executive summary, conceptual site plans, renderings, programming and activation strategy, operations and management framework, phased implementation strategy, funding recommendations, and public engagement summary. The consultant must develop and execute a stakeholder and public engagement plan with at least two public engagement activities, including at least one in-person component, and create an interactive website for public participation. The plan must evaluate redevelopment potential, establish frameworks for recreation-based placemaking and civic open space, identify complementary commercial uses, and develop phased implementation strategies with realistic funding and partnership opportunities. The consultant should build upon previously completed city planning documents including the 2025 General Plan, 2024 Station Area Plan, and 2020 Downtown Form Based Code rather than duplicating existing planning work.

The budget is $95,000; respondents must provide detailed explanations if anticipated costs exceed this amount. The contract term is not specified. Proposals are limited to 18 pages and must be organized into letter of transmittal, executive summary, and detailed discussion sections.

A five-member evaluation committee will score proposals using a weighted matrix: Firm and Project Team Experience (25%), Functional Approach (30%), Technical Approach (25%), and Cost (20%). The top three scoring firms will be invited to present (presentations will not be scored), followed by a second evaluation round before Clearfield City Council.

The successful consultant must maintain comprehensive insurance: General Liability of $2,000,000 per occurrence / $3,000,000 aggregate, Commercial Automobile of $1,000,000 combined single limit, Professional Liability of $2,000,000 per claim / $3,000,000 aggregate, and Workers Compensation. Answers to questions will be posted by June 26, 2026.
