About this opportunity

Palm Beach County's Board of County Commissioners and Purchasing Department issued a Request for Quotation (RFQ) for the purchase and delivery of clear polycarbonate sheets under a term contract. The procurement seeks seven line items of polycarbonate sheets in various specifications: 1/4" thick x 4' x 8' (30 units), 1/2" thick x 4' x 8' (8 units), 1/2" thick x 5' x 8' (4 units), 3/8" thick x 4' x 8' (5 units), 1/8" thick x 4' x 8' (21 units), 5/8" thick x 4' x 8' (3 units), and 1/8" thick x 72" x 120" (2 units). The contract will operate on an initial twelve-month term or until the estimated amount is expended, at the County's discretion, with options to renew for four additional twelve-month periods under mutual written agreement with original terms and unit prices maintained. Quotations were due by November 26, 2018, at 4:00 p.m. to Holly Skeen, the assigned buyer. Pricing must be firm and fixed, submitted to two decimal places, FOB destination, with the vendor assuming all transportation responsibility and risk, and delivery is required within seven calendar days of receipt of a delivery order unless otherwise modified by the Purchasing Director. The award will be made to the lowest responsive and responsible quoter on an all-or-none basis, with responses required to include manufacturer and part/model numbers, descriptive literature, and authorization signatures from company representatives.

Palm Beach County offers a 5% local preference for vendors with a permanent place of business in Palm Beach County or the Glades who submit the required Business Tax Receipt and Certification of Business Location with their response. Small Business Enterprise (SBE) certified vendors will be given preference consideration if their bid falls within 10% of the lowest responsive bid price and is determined to be responsive and responsible. The RFQ does not identify any incumbent vendors or current contractors. The County reserves the right to increase or decrease quantities to meet actual operational requirements and will return any items that do not meet specifications at the vendor's expense. While a specific contract value is not listed in the procurement documents, the initial term pricing is based on competitive unit pricing submitted by bidders, with funding to be provided through the purchasing entity's appropriated budget. The County will order materials on an as-needed basis, establishing an indefinite quantity term contract relationship for clear polycarbonate supplies across County operations.
