About this opportunity
The Texas A&M University System Office of Procurement & Business Services is requesting proposals for cleanroom tooling consulting services supporting the Texas A&M Semiconductor Institute, with proposals due March 5, 2026 at 2:00 p.m. Central Time (Addendum 1 extended the deadline from February 24). A HUB (Veteran Heroes United in Business) subcontracting goal of 2 percent applies; respondents must submit a HUB subcontracting plan using one of four specified methods.
The scope encompasses pre-installation planning, facility interface design, equipment layout and logistics, on-site supervision of semiconductor process tool installation (15–30 tools from manufacturers including Applied Materials, Tokyo Electron, and Lam Research), and qualification activities (Installation Qualification, Operational Qualification, and Performance Qualification) within a newly constructed ISO Class 5 cleanroom spanning approximately 82,000 gross square feet. The consultant leads coordination beginning Spring 2026, with full-time on-site supervision commencing at tool move-in anticipated for late 2026 or early 2027, extending over a 6–12-month installation window. Building substantial completion and cleanroom certification target early Q1 2028, with facility commissioning by January 2028. The consultant produces Facility Interface Design drawings in Revit 2022 or newer and maintains integrated utility matrices linked to the BIM model. Training materials and workshops are required deliverables.
The contract term is three years from execution, with optional extension for up to two additional one-year periods at the same terms. The estimated contract value exceeds $100,000 over the life of the contract. Respondents may submit rate-card-based fee structures with identifiable costs and headcount profiles rather than fixed total cost proposals. Proposals must include comprehensive cost information, at least three references from clients within the past five years for similar services, and qualifications of proposed personnel. Insurance requirements include workers' compensation, commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and business auto liability ($1,000,000 single limit), with the Board of Regents and Texas A&M System named as additional insureds. Proposals remain effective for 120 days from submission. The deadline for questions was February 19, 2026; Addendum 2 (released by the specified date) clarified facility operational timeline, training responsibility, basebuild controls infrastructure, Program of Requirements availability, and pending decisions on tool pedestals and wafer-process specifications.
