About this file
This is Addendum No. 2 to Request for Proposal RFP-01-TSI-26-256 issued by the Texas A&M University System's Office of Procurement & Business Services for Cleanroom Tooling Consulting Services. The addendum addresses clarifications and responses to questions submitted by prospective respondents regarding a cleanroom facility project at Texas A&M. Key project details confirmed include that the facility is targeted to be operational in Q1 2028, with significant semiconductor process capital equipment work not anticipated before the latter part of Q4 2027 at the earliest. The consultant will be responsible for providing training materials and leading training sessions for tool vendors and subcontractors in compliance with industry standard protocols. The RFP response due date is March 5, 2026. The facility will include basebuild controls infrastructure consisting of both a Gas Monitoring System and Chemical Monitoring/Delivery System, with plans to conduct noise and vibration surveys as part of final building commissioning.
The addendum clarifies that the Program of Requirements will be made available only to the awarded respondent, and that test wafer procurement for post-installation equipment qualification is the responsibility of Texas A&M. The number of tool pedestals to be designed by the design team versus specialized pedestal vendors has not yet been determined and may vary based on respondent capability. The nature of semiconductor manufacturing planned is wafer process focused, though specific details regarding feature size, technology, and materials are pending final decisions still in progress. No vibration and acoustics studies were completed during the basebuild design phase as the facility had not yet broken ground at the time of this addendum, though such studies will be conducted at the as-built condition.

ADDENDUM NO. 2
Date: February 20, 2026 RFP Due Date: March 5, 2026
RE: RFP-01-TSI-26-256 – Cleanroom Tooling Consulting Services
Respondents shall acknowledge receipt of addendum(s) on the Execution of Offer (Exhibit A).
Questions/Responses:
1. The following questions address Question 2 of Addendum No 1 to the RFP.
The response to Question 2 notes TSI will provide gowning protocols. Will TSI also be providing training materials and lead training sessions for tool vendors and sub contractors, or will training be the responsibility of the Consultant?
Response: Consultant responsibility compliant to industry standard protocol (e.g. Samsung, Intel)
2. The following questions address Questions 12, 27 and 28 of Addendum No. 1 to the RFP.
The response to Question 12 notes onsite activity not anticipated to start before Q3’27. The response to question 27 notes the facility will achieve the “Tool-Ready” milestone in late Q4 2026 or early Q1 2027. The response to Question 28 notes building substantial completion and cleanroom certification will be targeted for early Q1 of 2028.
Please confirm these target dates so our team can develop a project schedule in alignment with your goals.
Response: The facility is open for business Q1’28. Not anticipating significant semiconductor process capital equipment work ahead of that time. Latter part Q4’27 at earliest.
3. The following questions address Question 43 of Addendum No. 1 to the RFP.
Can the Program of Requirements (POR) be made available to respondents?
Response: The POR will be made available to the awarded Respondent.
4. The following questions address Question 51 of Addendum No. 1 to the RFP.
Please clarify the response to Question 51, since it does not address the question regarding test wafer procurement.
Response: Test wafer procurement for post install equipment qualification is responsibility of Texas A&M.
5. How many tool pedestals are anticipated to be designed by the design team and how many specialized pedestals will be designed by a pedestal vendor?
Response: Not determined at this time and may vary by respondent capability.
6. What Basebuild controls infrastructure is being provided? (Gas Monitoring System, Chemical Monitoring/Delivery System, etc.)
Response: Confirming both Gas Monitoring System and Chemical Monitoring/Delivery System.
7. What is the nature of semiconductor manufacturing planned in the facility? The feature size (nm?), technology, material, etc?
Response: Wafer process focused the balance is dependent on decisions still in flight.
8. Were Vibration and Acoustics studies part of the basebuild design of the building? What was the design vibration level of the fab floor, and the interior acoustic noise level in the ballroom?
Response: No studies have not been done since facility has not broken ground. The vibration and noise levels vary throughout the building depending on anticipated equipment needs.
9. Are there plans to perform a noise and vibration survey at the as-built condition?
Response: Yes, as part of final building commissioning
