About this opportunity
The State of Maine Division of Purchases is soliciting bids for custodial services at the Maine Department of Public Safety, Maine State Police Troop J office in Ellsworth, with bids due June 17, 2013. This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2 — a decision-flipping eligibility requirement.
The scope covers approximately 2,300 square feet of shelter workshops requiring two days per week service (Monday and Thursday) plus additional duties on the first Saturday of each month. Daily tasks include sweeping, mopping, restroom sanitation, and trash removal; monthly deep-cleaning encompasses carpet shampooing, window cleaning, and floor stripping and waxing. The contractor must furnish all cleaning supplies, equipment, and materials except light bulbs, liquid bathroom soap, paper products, and trash bags, which the State provides.
The contract term runs from July 1, 2013 through June 30, 2016 (three years). Pricing must reflect the total cost of the three-year contract and be submitted as monthly and yearly pricing components through the State of Maine's Vendor Self Service (VSS) system; bids submitted by mail, hand delivery, fax, or email will be disqualified.
The contractor must maintain Workers' Compensation and Employer's Liability insurance, Commercial General Liability of $300,000 per occurrence, and Automobile Liability of $300,000 per occurrence. All personnel must pass background checks with no criminal history. Award will be made to the certified Work Center with the most advantageous bid, provided costs are determined fair and reasonable compared to non-Work Center market rates; if not, the Director may conduct a standard competitive bid process instead. Monthly payments follow invoice submission, subject to compliance and fund availability. Interested bidders are strongly encouraged to attend a facility walk-through, which can be scheduled through Agreement Administrator Lt. Roderick Charette.
